ISLAMABAD, March 26: The Election Commission announced on Tuesday delimitation of seats for national and provincial assemblies, with all the urban centres registering significant increase in their share of representation in the lower house of the parliament.
The remaining 85 seats, 60 for women and 25 for technocrats in the National Assembly, will be filled on proportionate representation basis with one province as constituency.
Karachi, which earlier had 13 National Assembly seats, has been allocated 20 out of total 61 seats for Sindh. Hyderabad, which had earlier five NA seats, will now have six.
Lahore, once stronghold of exiled PML(N) leader Nawaz Sharif, will now have 13 NA seats, against its earlier share of nine seats. Share of Multan district has been increased from three seats to six National Assembly seats.
Rawalpindi city, which had two NA seats, will now have “almost” four NA seats as one of its constituencies will include areas like Chaklala, mostly occupied by serving and retired armed forces personnel. Islamabad which earlier had one seat, will now have two seats.
The Peshawar city will now have four NA seats against its previous share of three seats. Quetta city, which had one NA seat, has been allocated two seats.
The list of preliminary delimitation of constituencies were issued at a news briefing here on Tuesday.
Speaking on the occasion, Chief Election Commissioner, Irshad Hasan Khan said the “delicate” task of delimitation process was undertaken by the Election Commission alone. All the four members of Election Commission and its secretary were also present on the occasion.
To a question about the role of NRB in delimitation, the CEC said: “Zero.”
One National Assembly seat for Punjab consists of 496,441 individuals; Sindh, 499,015; NWFP, 506,740; Balochistan, 468,992; federal capital, 402,618 and Fata, 264,694.
Similarly, one provincial assembly seat for Punjab consists of 247,883; Sindh, 234,153; NWFP, 179,151, and Balochistan 234,153.
Nowshera will have two NA seats as compared to one in the last elections. Similarly, Charsadda which had one seat in the past will now have two seats.
Mardan which had two seats in the previous elections will now have three seats. Swabi which had one seat has been allocated two NA seats. Kohat and Hangu used to be one National Assembly constituency in the past. Now both the districts have been allotted one NA seat each. Karak will continue to have one NA seat.
Abbottabad and Haripur will continue to have three NA seats, two for Abbottabad and one for Haripur. Similarly, Mansehra and Batagram will continue to have three NA seats, two for Mansehra and one for Batagram. Kohistan district will have one NA seat as usual.
Dera Ismail Khan and Tank, which had been clubbed into one NA constituency, will now have one seat each. Bannu and Lucky Marwat, Shanglapar and Buner districts will have one NA seat each. Earlier, Buner and Shanglapar were one NA constituency.
Swat will continue to have two NA seats. Chitral will have one NA seat but Dir district will have two NA seats, named Upper Dir and Lower Dir. Malakand, too, will have one NA seat.
Tribal areas have been allocated 12 NA seats, as compared to eight in the past elections.
Islamabad, which used to have one NA seat, will now have two NA seats, as Urban area seat and Urban-cum-rural area seat. One NA Islamabad constituency will consist of Urban sectors. The second NA seat for Islamabad will consist of sectors E-7, F-6, F-6, F-7, G-5, G-6 and G-7 and rural areas.
Rawalpindi district, which had five NA seats, will now have seven. Rawalpindi-I (NA-50) will consist of Murree-Kahuta tehsil; Rawalpindi-II, Gujar Khan tehsil; Rawalpindi-III, IV and V will be Rawalpindi City; Rawalpindi-VI Taxila tehsil and Rawalpindi-VII will comprise adjacent areas of Rawalpindi city like Adwal, Banda, Sagri, Basali, and Chaklala.
Attock district which earlier had two NA seats, will now have three. Chakwal district’s representation in the National Assembly will continue to be two seats, comprising tehsil Chakwal and tehsil Talagang. Similarly, Jehlum district will continue to have two NA seats.
Sargodha district will also continue to have five NA seats as its previous share. But some parts of Khushab which were earlier part of Sargodha’s one constituency have been converted into an independent NA seat, raising the seats of Khushab district from one to two.
Seats of Mianwali and Bhakkar will remain two each as no change has been effected in their representation. Faislabad which earlier had nine NA seats, will now have 11 seats.
Jhang, too, has registered an increase in the NA representation as its seats have been increased from five to six. However, district Toba Tek Singh will continue to have three NA seats. Gujranwala district which earlier had six NA seats including that of Hafizabad, will now have nine NA seats, including two Hafizabad seats.
Gujrat which earlier had two NA seats, will now have four seats. The NA constituency which was earlier called as Gujrat-cum-Jehlum, has now been included in the Gujrat district, raising its strength from two to four, while Jehlum’s representation in NA remained unchanged.
Mandi Bahauddin and Sialkot districts’ representation of two and five seats respectively, will remain unchanged. However, Narowal district, which earlier had two seats, will now have three.
Lahore, the stronghold of former premier Nawaz Sharif, will now have 13 NA seats against its earlier share of nine.
Sheikhupura, which earlier had five seats, has been allotted two more seats, raising its strength to seven. Kasur district will now have five NA seats against its previous share of four seats.
Okara has been allocated five seats as compared to its previous share of four. Multan’s share of NA representation has been doubled from three to six seats. Share of Lodhran district has also been doubled as its NA representation has been increased from one to two NA seat.
Share of Khanewal district has also been increased but not at the ratio of Multan and Lodhran. Its share has been increased from three to four NA seats. Similarly, Sahiwal’s share has been raised from three to four NA seats.
Pakpatan district, which had two NA seats, will now have three NA seats. Similarly, Vehari’s representation has been increased from three to four seats.
Collective share of Dera Ghazi Khan and Rajanpur has been increased from three to five. Earlier, D.G. Khan and Rajanpur had one NA seat each and the third seat consisted of portions of D.G. Khan and Rajanpur districts. Now D.G. Khan will have three and Rajanpur two NA seats.
Share of Muzaffargarah has been increased from four to five NA seats. However, Layyah’s share will remain unchanged to two NA seats. Bahawalpur’s share has been increased from three to five NA seats.
Similarly, share of Bahawalnagar district has been increased from three to four NA seats. Rahimywar Khan district, which earlier had four NA seats, will now have six.
Sindh’s share in National Assembly has been increased from 46 to 61 seats for its population of 3,04,39,893.
Sukkur and Ghotki will now have two NA seats each, against their earlier collective share of three seats. However, the share of Shikarpur will remain two NA seats. Seats for Jacobabad have been increased from two to three.
Larkana district will now have four NA seats against its earlier share of three. Naushero Feroz will continue to have two NA seats. Similarly, Nawabshah will also have two NA seats.
Khairpur, which earlier had one full NA seat and shared the second constituency with Sukkur, will now have three NA seats.
Hyderabad, which earlier had five NA seats, will now have six. District Badin will continue to have two seats. However, share of Mirpurkhas has been increased from two NA seats to three. Share of Tharparkar, however, has been reduced from three NA seats to two.
District Dadu, however, will continue to have its share of three NA seats. District Sanghar, which had two seats will now have three NA seats. Share of Thatta district will remain unchanged to two NA seats.
However, share of Karachi in NA seats has been increased from 13 to 20.
Balochistan has been allocated 14 NA seats for its population of 65,65,885, against its earlier share of 11 seats in National Assembly.
Quetta city, which had one NA seat will now have two. Districts Pishin, Killa Abdullah, Lora-cum-Ziarat, Zob-cum Killa Saifullah, Sibi-cum-Kohlu-cum-Dera Bugti, Nasirabad, Kachi, Kalat-cum-Mastung-cum-Chagai, Khuzdar-cum-Kalat, Awaran-cum-Lasbela, Kharan-cum-Panjgur and Kech-cum-Gwadar will have one seat each.
