HYDERABAD, July 23: Change in the attitude of bureaucracy towards people is the main philosophy behind the local bodies system while councillors need extensive training regarding their duties and powers.

These views were unanimously shared by the speakers during a dialogue on “Local bodies system: achievements and impediments” organised by the South Asia Partnership Pakistan, Sindh Chapter in collaboration with the Murk Advocacy and Development Society, here on Monday.

It was recommended to provide funds to union councils directly, improve monitoring system and make accountability transparent.Speakers also called for cessation of interference by political parties with non-political elections as democracy means undiluted democracy at the top.

They called for restoration of powers at the UC level to make the system work in a proper manner, an end to impediments in the release of funds through political interference and provision of maximum funds out of the local taxes.

Those sharing views included Zulfiqar Ali Shah, Dr Hyder Shahani, Nazeer Memon, Ms Amroze Shoro, Ms Firdous Abro, Comrade Jam Saqi and others.
