MARDAN, Nov 7: Chairmen and members of the districts of the Public Safety Commission (PSC) here criticised the National Reconstruction Bureau (NRB), the National Safety Commission (NSC), the Provincial Safety Commission (PSC) and the provincial government for ignoring their problems.
The chairman and members complained that if the NRB did not take any interest in its problems and facilities they needed, it should wind up the institution. These views were expressed by the chairman and members of the PSC, Mardan, Dir Azam Khan, Bahadur Syed, Zarqand Khan and Ruhul Amin in the provincial convention in Mardan here on Sunday.
They complained that the local police Order 2002 had clearly mentioned that honoraria, TA/DA, staff and office along with the annual budget would be provided to them.
They said that the provincial government neither provided them any financial help nor were they ready to listen to their problems.
“It may be added that honoraria and TA/DA would be given to the independent members as it was its part but the government has refused it.”
The speakers said that the chairmen of the province had earlier met the prime minister and chairman of the NRB who was apprised about their problems but to no avail.
They, however, said that the PSC was a good decision which could help the helpless, particularly the victims against the cruelties of the police.
The provincial government ignored them as they did not provide the staff, funds and offices to them. They claimed that a large number of districts had no offices and they were using crumbling buildings for their offices.
They complained that if the PSC decided a case local authorities avoided to materialise it while according to the Police Order 2002, they were bound to follow the decision of the local PSC.
They claimed that in return in Punjab and Balochistan the governments were giving honorarium, TA/DA and other facilities to the chairmen and members but in the NWFP nothing was being facilitated.
The Sindh High Court had also given a verdict in favour of funds while in the NWFP nothing was available. They complained that Interior Minister Aftab Ahmed Khan Sherpao, who is also Chairman of the NSC, had taken a delegation of the chairmen of the PSC abroad, most of whom were from Punjab and Sindh while the NWFP had been completely ignored, which was unfair.
They said that they had submitted a writ petition in the PHC for their rights and facilities and Nov 7 had been fixed as the date for hearing.
They said that however the tenure of independent members had been completed but the
NA had passed a bill for
the extension, which was lying in the Senate for approval, therefore, they demanded that such a bill should be passed immediately.
It was also discussed that some elected members had completed their tenure and new members had been elected by the District Councils but their notifications in this respect had not been issued yet, which was also creating a problem for the PSC.
