PESHAWAR, Nov 7: The administration of Mohmand Agency sealed three restaurants and a shop on the Naz Cinema road here under the Frontier Crimes Regulation in connection with the kidnapping of agency councillor Dilawar Khan Mohmand.

An agency tehsildar and two clerks, accompanied by local police, took the action. Policemen have also been deputed at the sealed properties to ensure that it is not reopened by the owners.

The order of sealing the properties was issued by the Mohmand Agency’s political agent under section 21 of the FCR dealing with collective responsibility of a tribe.

The owner of one of the restaurants, Wazir Mohammad, told journalists that it was unjust to seal their properties for the crimes committed by others. He said that his only crime was that he belonged to the tribe of the alleged abductors.

Dilawar was kidnapped a few days ago and an FIR regarding his abduction was lodged with the Hasthnagri police here.

His relatives have accused some members of the Khavezai clan of Mohmand Agency of abducting him.

They believe that Dilawar has been made hostage by his captives under the tradition of “baramtha” under which the tribesmen make a person hostage to recover outstanding money.

A cousin of Dilawar, Taj Mohammad, had received money from scores of people in the tribal area and then escaped without repaying the same.
