ISLAMABAD: The Senate Minority Caucus has taken serious notice of the alleged abduction, forced conversion, and underage marriage of minority girls in Sindh and Balochistan, directing law enforcement agencies to immediately recover a 14-year-old girl.

Theissue was raised in a meeting of the Senate Minority Caucus held at the Parliament House here on Wednesday with senator Danesh Kumar in the chair.

The meeting was attended by Minister of State for Religious Affairs & Interfaith Harmony Mr Kesoo Mal Khael Das, Senator Khalil Tahir Sandhu, MNAs’ Ms. Neelum, Mr Ramesh Kumar Vankwani, Mr Ramesh Lal, Mr Sanjay Perwani, Mr Nelson Azeem, and senior Officers from relevant Ministries.

The lawmakers expressed grave concern over the rising incidents targeting vulnerable communities and demanded strict administrative intervention.

The panel emphasised that protecting underage minority citizens from unlawful marriages and forced conversions remains a paramount constitutional duty.

DIG Balochistan and DIG Sindh briefed the committee regarding the 14-year-old girl who was kidnapped, forced to change her religion, converted to Islam, and married off while still a minor.

They informed the committee that a writ petition had been filed and copies were received from the legal department, which is why no action was taken against it.

In response, Athar Solangi, President of the High Court Bar, who joined via Zoom, told the committee that the writ or constitutional petition (CP) notice is fake and is being used to divert attention from the case. Senator Khalil Tahir Sandhu said that since the Child Marriage Restraint Act has been approved, marriages of young children cannot take place against its provisions.

An advocate of the Supreme Court, who was also on the Zoom meeting, informed them that no writ has actually been filed and no serious steps have been taken by the police to recover the girl.

The committee members and legal representatives raised concerns about police authorities and relevant departments failing to recover victims, noting that investigations often stall or rely on superficial procedures.

Minister Kesoo Mal Khael Das stated that Mian Mithu, who is behind all of this, is very powerful. He kidnaps young girls, forces them to convert to Islam, and then gets them forcibly married.

The committee highlighted that Mian Mithu is so powerful that he has created a “state within a state,” and neither the state nor the police are able to take action against him.

The committee asked the DIG to look at whatever is happening unlawfully from a human rights perspective and take firm action.

Furthermore, the Convener of the Committee, Danesh Kumar, told the DIG Sindh and Balochistan to where that petition came from, and to fine out ask their legal department regarding how they got it.

Mr Kumar stated that a situation should never arise where such activities spread from Sindh to KP, Balochistan, and everywhere else.

We shouldn’t just look at the percentage of cases recovered versus those not recovered, or focus only on stopping them rather, we need to go to the root of the problem, question why such cases are happening, and put an end to these forced conversions and marriages.

Additionally, the committee strictly directed the DIG to look into this matter and recover the child at the earliest and submit a positive report on which DIG requested the committee to give them the time frame of seven days.

The Convener of the Committee, Senator Danesh Kumar, expressed strong displeasure regarding the continuous absence of key secretaries and establishment officers from committee meetings.

Committee members noted that despite multiple previous requests, reminders, and formal excuses, several officers repeatedly failed to attend, which is unacceptable.
