HYDERABAD: The Assistant Controller of the Hyderabad Board of Intermediate and Secondary Education (BISE) was suspended till the outcome of an inquiry into complaints of irregularities against him.
He will face the inquiry into the alleged irregularities in results of the HSC-II exams 2026.
The inquiry has been ordered by Sindh Minister for Universities & Boards (U&B) Ismail Rahoo against Assistant Controller of the board’s secret branch Aijaz Kaka, whose suspension order was issued by the secretary concerned, Abbas Baloch.
Mr Rahoo, speaking to Dawn on Saturday, confirmed that the action has been taken on his directive. “Some complaints were also pending previously and some matters had also landed in the high court,” the minister said.
Committee set up to look into allegations of irregularities in intermediate exam 2026 results
The committee constituted to probe the allegation consists of Prof Dr Arbela Bhutto, the Vice Chancellor of the Shaheed Allah Bux University of Arts & Design, Jamshoro, (convener); Ameer Fazl Awesi, the Additional Secretary U&B; and Dr Nasrullah Pirzado, the Registrar of the Mehran University of Engineering and Technology (MUET).
It was learnt that some candidates of pre-medical group from Thatta district had moved the Sindh High Court alleging change in their total marks. Identical issues of BISE involving final results are being looked into by the Anti-Corruption Establishment (ACE), Karachi and Hyderabad, relating to the results of the board’s 2024 and 2025 exams.
The inquiry committee is required to complete its findings and submit such report to the U&B department within the next 30 days.
It would probe the matter in the light of the relevant terms of references (ToRs) and examine the HSC-II exam-2026 for the pre-medical and pre-engineering groups with particular focus on the top-10 position-holders and the candidates who obtained the ‘A-1’ and ‘A’ grades.
Other ToRs included an investigation into the alleged irregularities, discrepancies, manipulation or malpractice, if any, in the preparation, assessment, tabulation, compilation and declaration of the results. Another term specifically mentions alleged / reported involvement of Aijaz Ali Kaka and the role of others who may be connected with the alleged irregularities. The committee would examine relevant examination records, award lists, tabulation sheets, result processing data and other supporting documents, besides obtaining explanation from the officials concerned.
The committee would recommend appropriate departmental / legal action against those found responsible for the alleged irregularities.
Eversince the resignation of the former Hyderabad BISE chairman, Prof Shuja Ahmed Mahesar, the board does not have a fully-fledged chairman. The BIE Karachi Chairman Fakeer M. Lakho is holding the look after charge of the Hyderabad board. Mr Lakho had proceeded on leave on Oct 5 and returned home on Oct 20.
In the interregnum, the Benazirabad BISE Chairman, Asif Memon, held the charge. A reshuffle of 15 officials took place in the Hyderabad BISE without the necessary approval of the controlling authority. Officials of various scales were transferred from one branch to the other lately.
Shortlisting of candidates for the Hyderabad BISE chairman’s post is said to have been done and the interviews of candidates are scheduled for Oct 27.
