ISLAMABAD: Shaheen Energy (Pvt) Ltd (SEPL) and Anton Oilfield Services Group, China, have signed a memorandum of understanding (MoU) to explore significant investment opportunities in Pakistan’s gas sector under the government’s 35pc third-party gas sale framework.

Both companies intend to undertake an investment programme of about Rs20 billion over the next three to five years, focusing on Pakistan’s policy reforms that have opened new opportunities in the domestic gas market and upstream gas sector (EPC) projects, according to a statement by Shaheen Energy.

Under the amended Petroleum (Exploration & Production) Policy 2012, exploration and production (E&P) companies can sell up to 35pc of their share of pipeline-specification gas to third-party buyers holding a licence from the Oil and Gas Regulatory Authority through a competitive process.

The policy amendment was introduced through a statutory regulatory order in 2024. The framework represents a significant shift in Pakistan’s gas sector, supporting greater commercial flexibility for eligible gas producers and creating opportunities for private investment in gas processing, transportation, and supply infrastructure.

The Karachi-based SEPL is one of the leading energy companies in the country, engaged in developing and operating low-pressure gas facilities for the processing and utilisation of natural gas and flare gas. The company specialises in gas processing, cleaning, purification, dehydration and compression, making gas suitable for supply to industrial and commercial consumers.
