SAN DIEGO: In a speech here the Democratic candidate in the US Presidential election, Mr James Carter, has said that, if elected, he would call on all nations to accept a voluntary moratorium on the sale or purchase of nuclear fuel enrichment or reprocessing plants and that it should apply to agreements already made by West Germany, to sell such facilities to Brazil, and by France, to supply Pakistan with such technology. “The contracts have been signed, but deliveries need not be made,” Mr Carter said.

[Meanwhile, as per a report from Lahore,] Malik Mohammad Akhtar, Federal Minister for Law and Parliamentary Affairs, today [Oct 3] said that his Ministry was framing a law to conduct the next general elections. In an interview with [a news agency], he said that the proposed Bill, likely to be called the People’s Representation Bill, was ready and would provide for the conduct of the elections to the National and Provincial Assemblies and for the adjudication of disputes arising out of these elections. He said the proposal would be entirely in accordance with the Constitution and would, in fact, elucidate its various provisions.
