KARACHI: The Sindh Building Control Authority (SBCA) has directed the architect, structural engineer and owner of an under-construction building in Civil Lines Quarters to submit a compliance report within three days on safety measures adopted at the site, warning that failure to comply could lead to a halt in construction work and further action.
The authority issued a letter after complaints from area residents that construction debris was falling from the building, posing a threat to passers-by, motorists and nearby residents.
An area resident told Dawn that in a recent incident, a heavy piece of concrete fell on a motorcyclist, damaging his bike and injuring him.
In the letter, the SBCA said the authority had granted the construction permit for the subject plot on the basis of the required certification, ZP-1 Form and stability certificate.
It, however, stressed that all safety measures required under the Karachi Building & Town Planning Regulations (KB & TPR-2002), as amended from time to time, must be followed during construction.
The letter specifically referred to Chapter 8 and clauses 3-2.12 and 11-10 of the regulations, along with other relevant provisions.
The SBCA said the licensed architect, structural engineer and owner were responsible for ensuring that the required precautions were implemented at the site.
According to the authority, the building and construction area should be properly covered and sheeted to prevent construction material and debris from falling outside the site. The measures should also protect nearby properties, members of the public, the environment and workers from possible accidents.
The SBCA has now directed the persons concerned to ensure full compliance with the building regulations and submit a report to its office within three days. It has also sought details of the full-time site engineer deputed to the project and a record of the precautionary measures adopted at the site. Documentary evidence of the measures has also been demanded.
The building authority warned that failure to comply with its directions could result in the construction work being stopped. It also said necessary action would be taken against those responsible, as deemed appropriate.
