RAWALPINDI: The Rawalpindi divisional administration on Monday directed the district administrations of Rawalpindi, Murree, Attock, Chakwal and Jhelum to ensure that all pending revenue cases are decided within the prescribed maximum period of 60 days after their registration on the Revenue Court Management System (RCMS).
Commissioner Salman Ghani asked revenue officials to discourage unnecessary delays, prolonged pendency and the practice of granting unwarranted adjournments in revenue cases.
He was chairing a review meeting at the Commissioner’s Office in Rawalpindi to assess the status of revenue cases across the division.
The meeting was attended by Additional Commissioner Coordination Zainia Humayun, Additional Commissioner Consolidation Mansoor Ahmed, concerned revenue officers and heads of the relevant departments.
The meeting was given a detailed briefing on pending revenue cases across the division, progress on their disposal, the online Revenue Court Management System (RCMS) portal, Green Property Certificates and the identification of high-value properties.
The commissioner directed that pending cases be monitored regularly and that the performance of each district be reviewed periodically. He emphasised that ensuring timely justice in revenue matters is one of the fundamental responsibilities of district administrations and revenue officers.
Mr Ghani also directed all concerned officials to ensure the timely registration, updating and disposal of cases on the online portal, while making effective use of the system to monitor case progress and pending matters.
Referring to the Punjab Protection of Ownership of Immovable Properties law, the commissioner instructed officers to accord priority to property-related cases.
He emphasised that the legitimate ownership rights of citizens must be fully protected and that effective legal action should be taken against illegal occupation, fraudulent practices and property-related disputes in accordance with the law.
The meeting also reviewed the performance of Scrutiny Committees. Commissioner Salman Ghani directed that Scrutiny Committee meetings be held regularly in all districts and that all related cases be processed and decided promptly in accordance with the prescribed procedures.
The meeting was informed that the Tribunal has referred a total of 71 cases, including 28 from Rawalpindi, four from Attock, 13 from Jhelum and 26 from Chakwal. It was further informed that the Tribunal has recently referred 13 new cases from Attock, 32 from Chakwal, 13 from Jhelum and 18 from Murree.
The commissioner directed the concerned officials to take immediate action on all Tribunal-referred cases strictly in accordance with the law and prescribed procedures.
Regarding Green Property Certificates, the meeting was informed that physical surveys would be completed within a maximum period of 15 days.
Commissioner Salman Ghani directed that there should be no unnecessary delay in scrutinising applications or conducting physical surveys for the issuance of Green Property Certificates.
The meeting was further informed that a total of 1,415 applications for Green Property Certificates had been received across Rawalpindi Division. Of these, 991 physical surveys had been completed and 516 Green Property Certificates had been issued.
