LONDON: The British Ministers today [July 28] assembled at No 10 Downing Street … to consider elucidation on proposals for an oil agreement received from Teheran and to discuss the Anglo-Iranian dispute with Mr Harriman, President Truman’s personal envoy who arrived … this morning. Meanwhile reports … from Iran said that the AIOC refinery in Abadan, largest in the world, will close down on Tuesday [July 31] idling at least 12,000 Iranian workers. An AIOC spokesman said ... : “We are closing down because storage tanks are full.”

[Meanwhile, according to news agencies from Washington,] President Truman today [July 28] urged the US Congress to appropriate immediately five million dollars in emergency aid for the Palestine refugees. In a letter to the Appropriations Committee of ... the Senate and the House of Representatives, President Truman asserted that the assistance is … needed at once.

If approved … the US aid would be contributed through the United Nations Relief and Works Agency which administers to the need of the approximately 800,000 Arab refugees fighting in Palestine. President Truman said the five million dollars is needed [for] ... August and September.
