PESHAWAR: Khyber Pakhtunkhwa Chief Minister Sohail Afridi on Thursday launched the Good Governance Roadmap 2.0, marking a significant expansion of the province’s reform agenda.

The updated roadmap incorporates 10 additional departments and introduces 88 new reform initiatives, increasing the total number of interventions from 362 to 450, according to an official statement issued here.

On the occasion, Mr Afridi said that the roadmap was being personally monitored at the highest level.

He warned that delays in public service delivery would be treated as a serious administrative offence, warranting strict action under the applicable rules.

Ahead of the tourism season, the chief minister directed authorities to ensure a safe, welcoming and facilitative environment for tourists, highlighting the importance of projecting KP renowned hospitality.

He also instructed for the immediate facelift of tourist destinations and accelerated improvements in infrastructure and services to fully capitalise on the province’s tourism potential.

Mr Afridi also issued orders for the priority completion of PC-I for the Nathia Gali Road, the early initiation of the Circular Railway project, and the completion of preliminary work for railway expansion to District Khyber and Mardan before the next budget.

He noted that the government is actively working on the introduction of an e-challan system, which would encourage transfer of vehicle ownership during sale and purchase.

The chief minister said that comprehensive public awareness campaigns should be undertaken to ensure citizens benefit from government reforms.

Commending the forest department on the successful plantation of one million trees on March 23, he stressed the need for effective protection and maintenance of saplings.

Mr Afridi said that climate change remained a critical challenge, and expanding forest cover was a key government priority to mitigate environmental risks.

Officials briefed him on Good Governance Roadmap 2.0 and said that the reforms were meant to deliver measurable improvements in governance, transparency and public service delivery across key sectors.

They said under the initiative, land record services would be taken directly to citizens through mobile service units, with a particular focus on facilitating the elderly, sick and women, while integration with Nadra would ensure transparent and corruption-free land transactions.

According to officials, a modern, camera-based traffic enforcement system will be introduced to improve road safety and compliance, alongside a dedicated school zone safety package and targeted engineering interventions to reduce accidents.

Also, environmental governance will be strengthened through the establishment of smog monitoring systems and climate observatories providing real-time air quality data, as well as the introduction of toxic waste and wastewater monitoring mechanisms.

The officials said the Billion Tree Plus Programme would be expanded to consolidate gains in afforestation and climate resilience.

They said in the transport sector, digitisation of driving licences would be completed to enhance efficiency and transparency, while an intra-city transport system under a public private partnership model would improve inter-district connectivity.

The officials said access to justice and rehabilitation services would be improved through the rollout of legal aid and case facilitation for vulnerable populations, along with telemedicine and health screening in prisons.

They said interventions would be introduced to support the placement of skilled juvenile inmates in industries to facilitate reintegration.

The officials said labour sector reforms would expand ESSI health coverage to include advanced medical services, while enforcement of maternity benefits would strengthen financial protection for working women.

They said playground infrastructure would be upgraded and talent grooming programmes introduced to create pathways for youth at national and international levels, while sports facilities would be managed through public private partnerships to improve service quality.

The officials said disaster preparedness would be enhanced through the implementation of an early warning system for timely alerts, alongside the introduction of direct digital payments to ensure rapid and transparent financial relief to affected people.

They said GPS tracking of ambulances and rescue vehicles would improve operational efficiency and accountability.

The officials said administrative reforms would include the launch of an e-pension system to streamline pension services and the establishment of a provincial nerve centre to strengthen governance oversight and real-time monitoring of service delivery.

They said those initiatives, forming a core component of the Good Governance Roadmap 2.0, were designed to deliver tangible outcomes by improving institutional performance, enhancing transparency and ensuring faster, citizen-centric service delivery across the province.

The officials said a progress review of ongoing reforms under the Good Governance Roadmaps revealed that 362 reform initiatives are currently being implemented across 16 departments, supported by over 2,200 action steps.

They said in order to ensure robust oversight, more than 440 weekly, 70 monthly, and 5 quarterly review meetings had been conducted.

The officials said in the health sector, 150 out of 250 basic health units had been made operational on a 24-hour basis, with full coverage expected by June 2026.

They said the outsourcing of 72 health facilities was under way, while 700 doctors had been recruited and 2,400 medical officer positions approved.

The officials said the polio campaign had been expanded to 45 additional union councils, including previously inaccessible areas, while more than 150 vaccinators had been deployed across over 60 hospitals with expanded evening vaccination services.

They added that immunisation coverage had increased by approximately 24 per cent.

The officials also said in municipal services, 2,500 kilometres of drains and sewage lines had been cleaned, while a rural waste collection system was operational, collecting around 4,500 tons of waste on a monthly basis.

They said urban beautification and infrastructure development projects were also progressing.

The officials said in the education sector, furniture had been provided to over 100,000 students, while 3,500 scholarships had been awarded.
