Tamer Qarmout, an associate professor at the Doha Institute for Graduate Studies, has told Al Jazeera that negotiations on extending the Gaza ceasefire have stalled because the parties do not share an “end goal”.

“We are still in a deadlock,” Qarmout told Al Jazeera. “There is no agreement or consensus on the end goal of the negotiations. What are they supposed to lead to?”

He said the only “viable proposal” put forward so far to end the conflict is the Egyptian plan, which calls for a three-stage reconstruction plan for the enclave and a technocratic government.
