Josep Borrell, the EU’s top foreign policy official, was “appalled” to learn that the Israeli government is funding the construction of more “illegal settlements”, he said in a post on X.
“This is not self-defence and will not make Israel safer,” he said, adding that the settlements are a grave breach of international humanitarian law.
“They are Israel’s greatest security liability.”
