PARIS: The Security Council today [Nov 25] unanimously appealed to India and Pakistan to stop fighting in Kashmir and to do nothing to aggravate the situation or endanger the present negotiations for a settlement. The Council also gave its full support to the appeal previously made by the United Nations Commission for India and Pakistan on the same lines.

When the Security Council today began its debate on the Hyderabad and Kashmir questions, Senor Alfred Lozano, of Colombia, Rapporteur of the United Nations Commission for India and Pakistan presenting an 11-page report, sketched the commission’s work.

Arriving in the Indian sub-continent, he said, it found a situation very different from what had been envisaged when it was set up. Pakistani troops were taking part in the fighting in Kashmir territory. The Commission realised, he said, that a cease-fire ought to be the first thing with a period of truce, so that when the atmosphere of peace became permanent consultations could be carried out with both Governments.
