LARKANA: President Zulfikar Ali Bhutto today [Jan 5] said that if the Constitutional Accord was broken by its signatories, the majority Pakistan People’s Party would prepare its own Constitution in the light of its manifesto, and get it passed in the National Assembly. This, he said … while rebutting Opposition charges that the PPP Government would not fulfil promises made to the workers and peasants… . The President was speaking to over 100 Haris at a simple land transfer deeds distribution function at Nau-Dero… .

President Bhutto told critics of his Government: “You too signed the Constitutional Accord but tried to find out excuses to wriggle out of your commitment. A manifesto is a document of a party, but a Constitution is the all-important document of a nation. You signed it, then came out and happily gave statements on TV and radio.

“After one month you are trying to escape it. But we will not let you wriggle out of the Constitutional Accord. You are morally bound and politically bound by it. If you get out of this Accord, then we will not be responsible for the consequences.” The President urged the farmers to work hard, increase agricultural output, and make Pakistan strong and prosperous. — News agencies
