KARACHI: Mr. Ghulam Mustafa Jatoi, Central Minister for Political Affairs and Communications, said in Karachi yesterday [March 14] that PPP’s draft for an interim Constitution would provide for a parliamentary system of government. ...[H]e said the draft ... would come up for consideration by the top leaders of the party after President Bhutto’s return from Moscow. Commenting on the speculations about the appointment of new Governors in Baluchistan and the NWFP, Mr Jatoi said no such decision had been taken so far. The question will figure in the talks that the NAP leaders are having with the President in Karachi today. — News Agencies
[Meanwhile, as reported by the staff correspondent from Rawalpindi,] According to indications ... the Indian President’s offer yesterday [March 13] of direct talks ... will receive a positive response here, if it is not designed to serve as a gimmick. Coming as it does on the eve of President Bhutto’s forthcoming visit to Moscow, the offer cannot, however, be viewed without suspicion that it may have been meant to influence the talks which the President is going to have with the Soviet leaders. …
