WITH the retirement of Sir Bertrand Glancy from the Governorship of the Punjab on Monday [April 8] comes to a close a regime that the Punjab Muslims will not easily forget. He leaves behind a large deposit of ill-will in millions of Muslim homes as a result of his systematic anti-Muslim policy… .

Apprehending danger to traditional bureaucratic supremacy in the Punjab from the rising tide of Muslim nationalism, Sir Bertrand planned to strike at the Muslim League. He struck his first blow in the form of arbitrary dismissal of Sardar Shaukat Hyat Khan from Ministership for “gross abuse of his powers”. He then aided and abetted the puppet Punjab Premier to launch an all-out offensive against the Muslim League. But all his plans were foiled by the Muslim masses who gave an unmistakable verdict in favour of the League … in the recent elections.

Refusing to respect this clear verdict by the majority community, Governor Glancy contrived to perpetrate a constitutional monstrosity which is the Khizr Ministry by all canons of constitutional propriety. …The new Governor, Sir Evan Jenkins, arrives at Lahore today at 8 a.m.
