MUZAFFARABAD, Sept 3: The AJK government has constituted a two-member committee to initiate inquiry under Removal from Service (Special Powers) Act 2001 against three serving and one retired employee of the AJK Electricity Inspectorate.

The committee headed by Mirpur Circle superintending engineer Javed Iqbal with Deputy Director, Commercial, Mohammad Luqman as member, has been asked to present its report within 30 days in the light of a preliminary report establishing tampering with the appointment order of one of the accused.

According to sources, Aurangzeb Khan, assistant electrical inspector in BPS-17 on ‘current charge basis,’ was appointed as work-charge electrical sub-inspector in 1979 for one year by the then electrical inspector.

The qualification of Mr Khan was diploma in instrument technology, however, in his appointment order it was mentioned as diploma in electrical engineering. One year later, the appointment order was tampered with and his qualification was changed to diploma in instrument technology.

Mr Khan had taken all the promotions from BPS-11 to BPS-17 while showing his qualification as diploma in electrical engineering.

The appointment order, which was never renewed in line with the rules and regulations, also claimed that it was issued with the approval of the works and communications secretary, but there was no proof of such an approval in official record, the sources said.

Office superintendent Mohammad Farooq Rathore, stenographer Mohammad Yaqoob Awan and Mohammad Khurshid Khan of BPS-11, who has retired, were also responsible for the forgery, according to a notification.

The tampering was revealed after investigations were initiated on the application of an employee of the inspectorate, Raja Shakil Khan, who maintained that the action had usurped his right to promotion.
