PM forms committee to address Karachi’s misery

ISLAMABAD: Prime Minister Imran Khan constituted a high-level committee on Sunday to work out plans to address issues being faced by the residents of Karachi.
The committee has been asked to suggest short-, medium- and long-term measures for the betterment of Karachi.
The decision was taken at a meeting held to review the ongoing cleanliness campaign and development projects in the city, according to a handout issued by the PM Office.
The committee will be headed by Law Minister Dr Farogh Naseem of the Muttahida Qaumi Movement (MQM), an ally of the Pakistan Tehreek-i-Insaf (PTI) in the ruling coalition at the centre.
Other members of the committee will be Federal Maritime Affairs Minister Ali Zaidi, Planning and Development Minister Makhdoom Khusro Bakhtiar and the director general of the Frontier Works Organisation (FWO), Major General Inam Haider Malik.
Other members will be named later.
Mr Khan has directed the committee members to submit their initial recommendations on the proposed plans.
The participants of the meeting deliberated upon issues like supply of clean drinking water, sewerage, cleanliness and a mass transit system for the city.
The prime minister expressed his concern over the problems being faced by the people in Karachi and said the federal government would do its best for the resolution of these issues. He said the federal government wanted solution of these problems so that people enjoyed better facilities.
Without naming the Pakistan Peoples Party (PPP), which has been ruling Sindh since 2008, the prime minister said Karachi had been suffering due to the “mismanagement and neglect” in the past.
Imran Khan made a special mention of the scarcity of clean drinking water and health hazards being faced by Karachiites. “Pakistan’s future is linked with Karachi as it is its financial hub.”
The FWO director general briefed the participants about the progress in the cleanliness drive. The prime minister called for continuing the drive.
Those who attended the meeting, among others, were Federal Minister for Information Technology Khalid Maqbool Siddiqui, Special Assistant to the PM on Health Dr Zafar Mirza, MNA Aftab Hussain Siddiqui, Firdous Shamim Naqvi and Haleem Adil Siddiqui.
The prime minister also held a special meeting with the PTI’s secretary general Aamir Mahmood Kiani and chief organiser Saifullah Khan Niazi during the day.
Mr Khan discussed the current political situation with the two leaders and matters related to the party’s constitution as well as its reorganisation.
During the meeting, Prime Minister Imran Khan observed that the ruling party was at an important stage in its political growth. There was also a discussion about making the PTI an “ideal political institution”.

Why PM doesn't engage ppp sind government, without their engagement, nothing works. Waste of time to do one time job using FWO. All those sitting in the meeting cannot deliver. Give ultimatum to Sind government or dismiss them. After all PPP in sind is ruling only, development on papers only.

Everyone is playing politics with the problems of Karachi, but no one is serious to solve them. Previously, the Federal Government has announced hefty packages in the name of development of Karachi, but nothing has been done to change the fate of Karachi. If the Federal Govt. is so sincere, it must provide separate funding for Karachi, which is a mini-Pakistani hosting millions of people from other provinces. The resources of the Govt. of Sindh might not be sufficient to cater for the needs of this mega city, therefore, twin allocations from provincial and federal govt. will be the need of time to help overcome the developmental needs of this mega metropolis.

PTI has been an utter disappointment for Karachites. PM should have been here during the torrential rains. The MNA and MPA's rarely communicate with masses directly. Ali Zaidi attempted to clean Karachi, but only ended up with leaves heaps of wastes along streets for flies infestation!

Karachi is overpopulated and it’s impossible to implement infrastructure to resolve this. The authorities need to develop a few more towns like DHA City and Bahria Town outside Karachi with their own infrastructure and management. Furthermore move the financial sector and factories in areas outside these towns (just like PQ and SITE). Connect them by high speed trains in order for people to avoid using bikes and cars. This way Karachi will become less populated and perhaps restored to its former glory.

The whole central govt. enjoying with Karachi misery. What a joke, PM sending central Port and Shipping minister to clean Karachi. He should implement local bodies law, grant funds for Karachi on EMERGENCY basis. But all stakeholders are playing in their offices.

This matter has to move beyond 'expressing concern' and 'forming committees'. Speedy and visible action is required which should entail complete overhaul of the governance system. No 'hafta e safayee'or 'clean Karachi ' or 'jharroo weak' can solve this. Permanent measures are required.

Where are PTI MPs of Karachi? Not a single MP is available / active in his constituency! IK must instruct them to mobilize these MPs and give them specific task to improve the Karachi's condition. Every MP should submit a report and action plan of major problems in his constituency & Fed should provide the resources to address all such issues and then ask monthly progress report. A committee on Fed level will do nothing!

The authorities are there who are a burden on our economy. If they can’t deliver, send them home. Replace them with talented people.
Pakistan is full of madrassas. And Safai nisf Iman hey. Can’t we employ mullahs to clean Karachi and other parts in Pakistan?

If we love Pakistan we must love Karachi and honestly work to solve problems of Karachi and the result will be Godspeed progress and betterment for entire Pakistan.For the last eleven years unwanted elements have choked Karachi and the result is that US$ shoot up to Rs160 from Rs60.This is how we measure progress.

@Amir, It is the PPP which is making money after the 18th Ammendment, Saeed Ghani keeps asking the Federal Cabinet to release the 162 Billions to Karachi so that PPP can whisk away the money by putting it into Zardari benami account and depriving the citizens of Karachi from improving the infrastructure of Karachi.

Carry on making committees for looking after the problems of Karachi and its citizens. Just ensure that new members of your party are included every time so that they stay satisfied and be happy with their selection taking place. Formation of over fifty committees in a year's time is after all worth something. Whether they really do any task to remove the grievances of the citizens of this city is of course never going to be on top of your agenda ever, with so many other things requiring your attention more urgently.

@Aamir Latif , Sindh government is asking Islamabad for funds. Federal government Is asking for their performance record for the past 10 years that they have governed. This deadlock is causing immense misery for the people of Karachi. Sindh government wants to prove to the people that it doesn’t have resources to provide civic facilities in Karachi while Federal government is trying to stop the loot that will follow if funds are released.

A good step forward which will require 3 Basic Steps to solve Karachi’s major problem of solid waste disposal & its allied complexities changes based upon the magnitude of this issue, starts with;
Step 1. Problem- A complete problem definition has several different questions: What is the problem? When did it happen? And where did it happen & what was the total impact to lives of the Karachi’s civil society?
Step 2. Analysis- This step explains the scientific method – evidence based cause-and-effect. No problems fall outside the domain of the scientific method.
Step 3. Solutions- Solutions are the specific actions to prevent future problems. Both short term & long-term solutions can be identified from a clear, accurate & thorough analysis.
Since these 3 steps are the same for implementers too, requiring Conducting survey, Documenting approach & implementing a solution to the problem, the proposed committee must opt experts members so that this effort doesn’t fizzle out as before.

The best way to waste Pakistan's money is to form committees, why not hold the Minister and their Ministries accountable? If these Ministers are so hopelessly failing to keep their cities and areas clean, get rid of them, bring the ones that are part of the solution.
