‘NOC for PhD’

APROPOS the letter above (Jan 5). A bright, young veterinary doctor is running from pillar to post to obtain a ‘no objection certificate’ for pursuing his PhD after qualifying for the Higher Education Commission’s scholarship test.

I emphathise with the young man. His letter took me back to 1974, when I had to go through an almost similar situation. However, I am sure that in the New Pakistan, the young man will get through scot-free.
