According to Twitter user Mushtaq Rajpar (@MushRajpar), the man in the purple kurta in the tweet below is an aspiring politician who is contesting as an independent from an unidentified constituency in Sindh.

The candidate, identified as Liaqat Meerani, has been described as a private school teacher. In these pictures, he is reportedly handing out books and stationery as part of a "barefoot" campaign to bring change in his constituency.
