ISLAMABAD: The Islamabad High Court (IHC) said on Tuesday that the federal government was responsible for delays in the regularisation of contractual and daily wage employees hired over several decades to work in government ministries who have demanded to be regularised.

The decision by Justice Aamer Farooq and Justice Mohsin Akhtar Kayani barred the federal government from announcing a new regularisation policy, observing that the regularisation policies of 2008, 2011 and 2016 had all failed.

The court suggested amending the law to address the issue instead, and banned temporary appointments to prevent such issues in the future.

On Tuesday, the IHC directed all ministries to issue posting orders for regularised employees still waiting for their postings within three months.

The court also directed the Capital Administration and Development Division minister to seek the federal cabinet’s approval to regularise grade one to 15 employees within 90 days.

Grade one to 15 employees working on various projects should be regularised within six months and the cases of grade 16 and above employees should be sent to the Federal Public Service Commission (FPSC).
