KARACHI: The Sindh cabinet approved in principle the creation of a private education board to conduct examinations of higher secondary education, as well as draft laws to refer to the assembly to carry out amendments to relevant acts for ensuring due rights to home-based workers, environmental protection bodies, laws for ensuring right of way for ambulances and regularisation of contract doctors, and other paramedical staff, veterinary doctors, and 2,601 work-charged employees of LBOD.

The cabinet, which met here on Tuesday at the secretariat with Chief Minister Syed Murad Ali Shah in the chair, took some important decisions, including appointing executive director of NICVD Prof Dr Syed Nadeem Rizvi, who was retiring soon, for another four years on the recommendation of the selection committee.

The draft laws as approved by the cabinet include creation of the Ziauddin University Board of Higher Secondary Education recalling that the cabinet in its meeting on 11/12/2017 had decided that there should be some essential requirements for private education boards.

The cabinet approved organisational, legal, financial and other related formalities and requirements.

Sindh Home-based Workers Act, 2018: The home-based workers of the province are piece-rate workers involved in manufacturing and post-manufacturing process.

The draft law says that every registered home-based worker shall be entitled to social protection, medical benefits, grants and other privileges as available to a person falling within the meaning of workers and workman as envisaged in Sindh Industrial Act, 2013.

The cabinet approved establishment of a 47-member Sindh Environmental Protection Council headed by environment minister.

The cabinet also approved establishment of different committees such as industries, agriculture and others and also appointed retired justice Sadiq Hussain Bhatti chairperson of the Sindh Environmental Protection Tribunal for four years.

The cabinet also approved appointment of two members of the tribunal, Abdul Rauf Memon, deputy director (Tech) and Advocate Mohammad Arif as member legal.

Sindh Industries Registration Act, 2018: The silent features of the act include registration/de-registration of industrial undertaking; survey/inspection of industries; monitoring industrial waste and pre-treatment of effluent, etc.

The cabinet approved the act and referred it to the assembly.

Amendments to Motor Vehicles Ordinance, 1965: The cabinet was informed that amendment to the Motor Vehicles Rules was recommended for right of way of ambulances.

Regularisation of contract veterinary doctors: The assembly passed bill for regularisation of veterinary doctors and sent it to the governor for his assent, but the governor had sent it back to revisit the bill. The cabinet made necessary amendment to the bill and re-referred to the assembly.

The cabinet approved the draft amendment to the Sindh Regularisation of Contract Paid & Work Charged LBOD Employees Act, 2018 for regularisation of services of 2,601 employees of LBOD.

The cabinet formed a committee upon health department’s draft bill for regularisation of doctors and other paramedical staff appointed on contract basis.

The cabinet offered appointment to advocate Imran Malik, as Judge ATC Khairpur.

The cabinet allowed Manzoor Ahmed Qazi, Judge ATC Naushahro Feroze, to complete his remaining term.
