Rs4.7bn allotted for Suparco projects

ISLAMABAD: In a bid to reduce dependence on foreign satellites for civil and military purposes, Pakistan plans to launch an aggressive space programme during the next fiscal year by initiating several projects.

The budget of the Space and Upper Atmosphere Research Organisation (Suparco) for the upcoming fiscal year 2018-19 is Rs4.70 billion which includes Rs2.55bn for three new projects.

The funding includes allocation of Rs1.35bn for Pakistan Multi-Mission Satellite (PakSat- MM1) and the country is also planning to establish Pakistan Space Centre in Karachi, Lahore and Islamabad with the allocation of Rs1bn. The third project is establishment of Space Application Research Centre in Karachi with the budget of Rs200 million in 2018-19.

The total cost of PakSat-MM1 is Rs27.57bn and that of the space centres is Rs26.91bn.

These projects are part of several ongoing and upcoming schemes to develop self-reliance capacity and reduce dependence on foreign satellites, mainly the US and French satellites for civil and military communications.

Analysts have stressed that advanced space programme is the need of time not only due to growing demand from the civil communications, including the GPS, mobile telephony and the internet but due to changing scenario in the region also.

“There are two unusual developments in the region effecting the strategic situation — first of all Pakistan has to keep an eye on Indian side and previously their programme had limited quality advancements but now the US has active cooperation with the Indian satellite programme,” Maria Sultan, a defence analyst said.

Excellent news! This should have been done long time ago. Better late than never! However, the program should be planned carefully and executed in timely manner otherwise the cost will increase. It has tremendous benefits to have your own satellite program. The next step is space missions. So, the suggestion is to keep the momentum in tact and complete it ASAP.

4.7bn total allocation. The total cost of PakSat-MM1 is Rs27.57bn and that of the space centres is Rs26.91bn. Either there's a typo, or that total allocation covers only like 17% of the cost.

Oh dear lord! People of Pakistan cannot find quality health care, educational system is failing future generations; lack of clean drinking water and adequate power to keep industry running are some of the immediate concerns of the people of the country right now, not what we can do on Mars in 2050. Overly ambitious and misplaced priorities.

No clean drinking water is available plus majority of the Pakistani people are living below the line of poverty in miserable and dreadful conditions without access to the very basic healthcare facilities and education. No quality hospitals, no jobs plus cost of living and unemployment rate all time high, Energy crisis and load shedding seems like never ending problems and the government is planning to launch an aggressive space programme that costs Rs4.7bn neglecting all the serious problems the common Pakistani people are facing thesedays.

Is this a joke!? Pakistanis are running towards Australia, Europe and Canada as refugees, when they cannot feed their families in Pakistan or educate their kids. But somehow the goverment is able to find Billions and Trillions to spend on Space Programs and Defense Budgets to keep the egos of the Military afloat. Such convoluted thinking and misallocation of resources is precisely why Pakistan is falling behind in literacy rate; healh care; infant mortality; life-expectancy; humand development index; personal development; job creation, vocational trainings and industrial growth! Someone in this government is bound to earn hefty commission from this program. Otherwise the needs of the nation in other areas are far more critical than a 'Space Program'.

In the subcontinent, it is the opposit, politicians on both sides play dirty politics by spreading the poison in the mids of the people. The bone of contention is Kashmir, the sooner it is made independent and neutral better for both, the mother of all problems will be out of the way bringing mich desired peace and powert reduction.

I strongly believe though that India and Pakistan absolutely need stringent sanctions if they are to progress.

Despite the divide, there was no hatred between the East and West German people, North and South Koreans/Vietnamese. So when the divisive factors eased (cold war end) they got united ( exception Koreas). In our case Pakistanis and Indian people hate each other and do not want to unite. This hatred is seen on the web forums quite easily.

@Rohit Dear Indian well wisher, ask yourself this question. you have signed a commitment to have a UN supervised plebiscite in Kashmir, promised by Nehru, your PM of the time, not once but several times. Seeing the bloodshed in IOK and peace and harmony in Azad Kashmir, it would be logical and humane for people like you to ask your government to fulfill its promise and let peace prevail in India, Pakistan and most of all Kashmir, IOK. No need to look so far to Korea, look within. 3 out of 4 parties have agreed to a UN plebiscite. Pakistan, the international community(UN) and Kashmiris in Azad Kashmir and IOK, but the only one putting obstacle is India. I urge you to take up this cause for the suffering dead. As for pundits, they should come and vote in the plebiscite. Try to see the future not the past. After plebiscite, even if Kashmir joins Pakistan, it won’t move away, but it will bring peace and more Indians will be able to visit. Pick up for peace and end to Kashmiri suffering.

You need good Aerospace Engineers and Electronics engineers to start with UCLA is nice college to replicate it in your country. Now in India, there are around 15 good colleges, which offers B.Tech,M.Tech and PhD program in Aerospace Engineering.

This is a complete waster of money. SUPARCO has wasted the nation's money for years now, without accomplishing anything. Whichever nation wanted to establish itself in space technology has already done it. Now, it is impossible to catch up. If SUPARCO hadn't been hiring engineers and paying them to sip tea and read newspapers every day, things could have been better.

The last paragraph is the revealing. As suspected, Indian space program advancements were caused by American help as opposed to anything indigenous. Nevertheless, Pakistan must have its own space program to ensure secure communication and imagery both for its civilian and military use.

@Falcon1 Poverty eradication and space program are not mutually exclusive. Space technologies like satellites, etc. can be used to effectively monitor country and harness resources. India has done it. ISRO is also earning valuable forex. Pakistan can do so too.

Money : With a struggling economy its a an uphill task. Time: every one is playing the catch up games with NASA. not worth. Space programme is not a necessity of a country but a kind of advantage for the benefit of its people. And for a space programme to flourish the economic and social conditions should be of sound state. Infrastructure is also a major piller for such initiatives. Given the condition n state in which pakistan is, a good space programme that can counter India is a dream far far fetched...but a good step though...good luck.

Out of total allocation of Rs. 4.7B, Rs 27.57B for MM1 and 26.9B Rs for space center, maths is not right, you have only 4B and you planning to spend Rs 54B+?? how will the balance 50B come from? something is missing in this report, either it is planted or some figures are fudged or its a total lie. pls confirm which one is this?

@Taimoor khan that's totally wrong. US sanctioned India for our space programme and didn't even let Russia provide us with cryogenic engine so we may study it. Recently we were able to develop that engine and deliver a satellite. How can you not remember that India and US used to be enemies.

US never helped India’s space program but Russia did. Actually US blocked most of the technology to India. Indian space program developed inspite of US impediments and sheer efforts of many Indian scientists. Now, India is competing with US/France and US companies has no choice but to use Indian satellites because of shear cost difference to use Indian satellites. India is not dependent on any country anymore in this field. Indian PM tried to help Pakistan in this field by giving option to launch South Asian satellite at no cost to other countries and help their scientists to learn but as usual Pakistan declined.

@Shahryar Shirazi Respectfully I can only agree partially. When Pakistanis and Indians meet they meet with warmth and happiness like the brothers and sisters they are. Politicians at election time and pundits and imams sometimes incite people. Inflammatory speeches do not help. Indians and Pakistanis work and live as friends in other countries and I have personally enjoyed Pakistani hospitality while touring the nation.

It will be a challenge to sustain space program on a long term basis because the economy is small. All those who have active space programs are sitting in the trillion dollar GDP club. Space programs tend make lot of losses and unless you have the buffer money to compensate it will be a challenging department. Even now advanced space countries have failed space missions.

This is a very good news. Space is the future place for human beings. Every departments from agriculture to communication need satellites to monitor and executes their projects. Therefore, it is very important for a country to have space program to build and launch satellites with indigenous capability. Most importantly the internet and phone services need satellites to work with full speed. This kind of projects will create lot of jobs for a country. This is an excellent project for a country and they need to go with full speed on it. India got in to the space program long time ago and reaping the benefit tremendously. Once you push ahead with this project you can reap benefits as well.

Excellent move and a ray of hope. Advancement and position of strength will uplift Pakistan as ity uplifted other countries. Advancing and being self sufficient will impact the current internal chaotic situation of corruption, exploitation by elite ruling class and establishment. This will help divert energy towards making the nation rather spending resources on worrying about external threats.

Some comments ask why a country should spend money on space program while many poor don't have food to eat. USA has thousands, if not millions of homeless people. Then, why does USA spends a huge sums of money on space program. The answer is, when a country spends money on research and development and space programs the industrial sector would grow with innovation and expansion, which in turn will help to grow the economy. When the economy grows the economic base line will move upward, which will help everyone including poor and middle class people. So, the money spent on space program and other research and development programs will be the money well spent.

In a country spending money on research and development is like making an investment. This kind of investment will bring 100 Rupees return for every Rupee spent. Wouldn't you like that kind of investment? Of course, you will. The same investment philosophy is true in building high standard science and technology universities like MIT and Harvard as well.

@Falcon1 All national priorities are important and have to be moving on simultaneously. No priority can be allowed to obliterate another priority. But they have to be allocated funds differently. The national priority order should go somewhat like this:1-Education (this is the mother of proper human existence) 2- Health 3-Defense 4- and continue to add other priories....... . Nations that succeed in fixing the order of national priorities right will thrive, the ones that don't do so will perish.

Thank you Dr Abdus Salam for SUPARCO and thousand of PhD that followed your mission of education Pakistanis sending them abroad on govt funded scholarships. First rocket into space was sent my Pakistan in South Asia we started our space program nearly decade before India, due to mega corruption it was halted but it will revive again for the benefits of humanity.
