Pakistan Cricket Board (PCB) Chairman Shaharyar Khan on Thursday said that PCB will pursue legal action against the Board of Control of Cricket in India (BCCI) for repeatedly refusing to play a bilateral series between the two countries.
While addressing a press conference in Lahore, Khan recalled that the PCB and Board of Control for Cricket in India (BCCI) had signed a Memorandum of Understanding (MoU) in 2014, under which the two countries were supposed to play six series in eight years.
"Two of those six [series] have already fallen through; it does not look like the third one will happen either," he said.
"Therefore, we are left with no option but to pursue legal action against India," the PCB chairman added.
Khan recalled that India's refusal to play the series in Pakistan in 2014 had cost the PCB around a million dollars.
"We'll tell them that they (India) forced us into taking this step. We want them to compensate us for all our losses," the PCB chairman added.
Explaining the process, Khan said PCB will first send a legal notice to the Indian cricket board and then raise a dispute in the International Cricket Council.
If the issue is not resolved at ICC, Khan said PCB will pursue the case in court.
"Our case is solid," the cricket board chairman said, adding he has reason to believe India does not want to play with Pakistan anytime soon.
Khan said that citing the political rift between the two neighbouring countries is not reason enough for refusing to play, adding that Pakistan and India have played cricket despite tensions between the two.
"It isn't necessary to [cancel] cricket because of a prevailing political situation. However, looking at the attitude of [Indian Prime Minister] Modi, it seems unlikely that India wants to play [with Pakistan]," he said.
Cricketing ties between India and Pakistan are currently stalled, given the political tensions between the two countries.
The men's teams have not played a bilateral series against each other since December-January 2012-13, when Pakistan visited India, but have met in various multi-team tournaments since then, including the World Cup, World T20, Champions Trophy and Asia Cup.
Meanwhile, while discussing the matter of next year's Pakistan Super League Khan hoped that the PCB will be able to organise some of the matches in Pakistan and said that the groundwork for that has already begun.

No need to ask BCCI to play with PCB, according to program roster and schedule they have to play series and if they have issues on Pak venues, then 3 alternate venues are there to paly, BD, SL, UAE; and if they still drag their backsides, and not honor schedule, then just invoice ICC for the payable match fees to PCB alongwith penalty and damages; Let ICC collect or not collect but must pay PCB on violation occured by BCCI.

@kaikalu - I am an Indian origin person and an Overseas Citizen of India (OCI) and please allow me to correct you. The issue is NOT BCCI here as they have no problems playing with Pakistan at all. It is the Indian government (as it appeared in many Indian news as late as yesterday and I am not elaborating the reasons mentioned in those news) who have categorically denied the permission to Indian team to play with Pakistan except maybe during the Multinational tournaments such as World Cup etc. Thus the Pakistanis have a right to voice their opinion against Modi or Indian government though I am a big fan of Modi.
Thus; if PCB were to sue BCCI; BCCI may obviously come up with excuse of declined permission from Indian government and then the ICC laws will apply towards any claims that PCB may want to make against BCCI considering the fact of decline by Indian government. My understanding is ICC will not intervene when any govt. puts restrictions on its board.

Unlike a contract, however, an MOU need not contain legally enforceable promises. 2. BCCI can always hide behind not getting approval from Indian government, in order to avoid breach of MOU.

This is for sure a highly tangible and absolutely effective way for PCB to automatically force BCCI to play against green-shirts.
A suit filed against BCCI in the International Court of Arbitration for Sports (CAS) based in Lausanne, Switzerland for violating their obligations under the "Future Tours & Program (FTP)" agreement signed between the two countries in 2014 is the best strategy for the PCB to pursue. Thereafter, PCB will definitely see BCCI running towards them including the "movers and shakers" in New Delhi who have always mixed sports with politics, & begging them to play with their teams immediately.
In fact, no where in the educated, mature & civilized world, sports is mixed with politics except in the self-proclaimed & the so-called biggest (shame) democracy in the world known as Republic of India.
If sports and politics go together, Israel will not be allowed to play in any sports world cup tournaments including Olympics and other similar global sports competitions.

We can not ask India to tour our country unless we can provide totally safe environment which we can not and they are within their rights to refuse to play in a neutral country. The point is BCCI is also losing money. This tour will be mutually profitable. How can BCCI compensate when they are not making any money. India/Pakistan relations is very unique. India does not invite Pakistani players for IPL and reverse is true for PSL. Not sure how PCB can fight this legally. This is the game of politicians and nothing to do with normal people like you, me and Indians. We should stop stooping low as others while making generic statements about nations.
