ISLAMABAD, Oct 5: Azad Jammu and Kashmir Prime Minister Sardar Sikandar Hayat Khan said on Sunday that the state government was being run smoothly under the 1974 Act and no one, including the AJK president, would be allowed to change it.

Talking to newsmen after a conference, he said harmony existed between the offices of the prime minister and the president after the latter was advised to abandon efforts to bring amendments to the constitution on the pattern of the Legal Framework Order. The conference was organized by the International Muslim Women’s Union at Kashmir House.

Asked if he stood by his support to a third option, including the division of Kashmir on ethnic or religious lines, he said he had stated earlier that if India and Pakistan considered anything other than, the United Nations resolutions, the option should be opened for the Kashmiris as well.

He expressed disappointment over the rift within the All Parties Hurriyet Conference.

He said all arrangements for the upraising of the Mangla Dam, including an agreement among AJK, the Water and Power Development Authority and the federal government had been completed and it was for Wapda now to start work on the project. He said: “We are disturbed by the delay in the work.”

He said Wapda was unable even to provide basic infrastructure to start the work and

an official transferred by him from Muzaffarabad to a supervisory position in Mirpur had returned due to lack of facilities.
