Probe launched into hospital project

RAWALPINDI, Sept 11: The Punjab government has launched yet another probe into the irregularities in the Islamic Development Bank-financed project at the Holy Family Hospital (HFH), doctors said here on Thursday.

A senior official of the provincial government interrogated several doctors for the alleged irregularities and reviewed some of the reports of previous investigations.

The Islamic Development Bank, under two different loans, had provided $15 million for the uplift of the hospital. The loan initially for Rawalpindi Medical College was approved in 1991 and later shifted to Holy Family Hospital in 1998.

The $15 million assistance from the Islamic Development Bank had been acquired as soft loan on two per cent interest. The loan would be payable in 25 years.

The two components of the project included procurement of electromedical equipment worth $10 million, and the other $5 million was to be spent on the civil component covering installation of the incinerator, diesel generators, lifts and latest communication systems.

Though five years have passed by, the project is yet to see completion and has been marred by allegations of largescale corruption.

Doctors, who had appeared before the investigation officer, said they were asked as to who had ordered the purchase of machinery and how was the PC-1 violated.

The doctors said they were asked about their colleagues who had undertaken overseas tours in connection with the project.

The investigation officer inquired as to why no consultant and full-time project director had been appointed.

The investigation, they said, specifically focussed on electro-medical equipment like the MRI, which had not been made operational so far, the generators, the airconditioning system and the external wiring.

Flaws in the building were also discussed at length, the doctors said.

It should be recalled that a large number of investigations had been held so far into the scam, which was being billed as the second largest of the Punjab government in health sector, but so far nothing had been forthcoming.
