Under the subsidy scheme 700 20-kilogram bags were allocated per union council for the poor. However, the tribal areas did not benefit from it. The Nazim of the Tribal Area tehsil told Dawn the subsidized bags had not reached the drought-hit area. The Tribal Areas tehsil consists of five union councils. It has a population of about 140,000 and 70,000 registered voters.
