PM expected to approve joint grand targeted operation in Karachi

KARACHI: Sources at the Prime MInister's secratariat said that Premier Mian Muhammad Nawaz Sharif woud give approval of a joint grand targeted operation during Tuesday's meeting of the federal cabinet to be held in Karachi to finally decide regarding steps for peace in the port city.

The joint operation would include personnel of Rangers, FC and Sindh Police, the sources added.

Morover Prime Minister Nawaz Sharif is expected to assure the Sindh government of the support and assistance of the federal government and of proivision of all resoures for the restoration of Karachi's law and order situation.

Sources further said that Federal Interior Minister Chaudhry Nisar Ali Khan had provided Sharif with a complete briefing over the situation in Karachi, which includes reports of Sindh Police, Rangers and intelligence agencies, and that the prime minister is expected to issue direct instructions for indiscrimninate action to be taken over the issue.

A top-offcial of the Sindh Police, requesting not to be named, said that the prime minister would be briefed about the Sindh Police's position to tackle the situation in the metropollis city.

The briefing would include information regarding the last month's acquisition of GSM caller locator system by the police departmen, six years after recquisitioning it.

GSM caller locator allows police investigators to spot the exact location from where a mobile phone call is being made.

Sindh police are already in possession of CDR and RBS sytems which enable police to access to information over calls and messages over mobile phone services and to precise pinpointing of an already detected mobile device.

Prior to the acquisition, police had heavily depended on the intelligence agencies when they needed to locate cellphone calls.

Moreover the prime minister would also be informed about the shortage of vehicles (particularly Armored Personnel Carriers), weapons and ammunitions faced by Sindh police with regards to restoring peace in Karachi.

The Sindh police is also expected to seek training of its personnel by the armed forces.

Similarly Director General of Sindh Rangers will also present report and briefing over unrest in Karachi and the different zones affected by it.

Rangers sources said that according to the report, Karachi was divided into three categories: normal, troubled and sensitive.

Normal areas comprise of 14 per cent of Karachi's total area and includes PECHS block 2, Malir Cantt, Defence, Clifton and other areas.

Troubled areas comprise of 54 per cent area and included Lyari and other old city areas, Katti Pahari, Liaqatabad market, and other areas in the city's centre.

The remaining 32 per cent comprised of sensitive areas.

The report by DG Rangers would also contain data regarding extortion cases in the city. The data would include number of incidents and those found responsible for the extorition cases.

Earlier, during the hearing the over the Karachi law and order suo motu implementation case at the apex court’s Karachi registry on Friday a five-member bench of the Supreme Court of Pakistan led by Chief Justice iftikhar Muhammad Chaudhry had assailed the Sindh government and Sindh Police for not realising their responsibilities.

I am sure that the real culprits have already sneaked out of Karachi, and their weapons, too, have been taken care of. Besides the hands that pull the strings of these puppet murderers have the quality of being invisible all the time.

This is perfect. Since the operation will be authorised by Mr. Nawaz Sharif, there will be no suo moto notices either. This is a great opportunity to rid Karachi of the menace of terrorism once and for all. Azizabad, Sohrab Goth, Katti Pahari, Pehelwan Goth, Lyari, Baluch Colony, Lines Area, Parts of Nazimabad, Garden and Super Highway are all hotbeds of terrorism. As a child in Karachi and he will tell you the same story

Ad-hoc policy without a real long term plan will be dead on arrival. Solution should be sincere and permanent. Clean the city first, implement the traffic rules, ban the beggars, implement the shopping hours. The list is long but start somewhere.

Any Operation cannot be successful until it is conducted as a Top Secret and as a Surprise esp. considering the illegal arms mafia. By this time, should we expect that illegal arms will be awaiting to get picked up by our police. PM does not seem serious in his words; he is just trying to gain something out of it but not the real intent.

before taking any actions in karachi, the govt should first scrutinize the bad elements in police;rangers and FC - these very bad elements who are hands and glove involved with these gangs inform the criminals before hand about the raid

So much propaganda is being made about this small operation that may take place( as was done by the previous government) all the criminals must have gone into hiding.Operation should be sudden where the criminals are taken by surprise.

Karachi's peace requires more than police / military action. Therefore I request the PM to ensure that Agencies should consider every life very important and no innocent life is lost. Police first should carefully analyse and breakdown each locality and neighbourhood so that targeted action is taken against terrorists, druglords, land mafia,bhatta khor and small time street criminals. I think neighbourhood policing and partnership between police and citizenry should be important elements of the program. Some kind of volunteer program for the youth with incentives for jobs / financial rebates for tuition should be undertaken to make the youth feel responsible for their community and nation. The police / Ranger should work in cleaning the city of the criminals from all parts with community participation only.

Then where are those Arms and Ammunitions all the Law Enforcement Agencies have been claiming to have recovered from various criminal groups including the well equipped terrorists and that smuggled into the country and the provinces? If the Law enforcement agencies expect us to trust their words then we could as well ask of them that how did these arms and ammunition got into the country in the first place? Were they not responsible to check and control entry of such deadly weapons? After all Law Enforcement Agencies are also a part of Government (Federal and Provincial Ministry of Interior) and performs as any other Government Ministries, that is minting money by means very well known to both, the common people and the Government. Their demand for more personnel, arms and ammunitions, armored vehicles and funds is just exploiting the present situation and has nothing to do with Moral, Legal and Social Obligations. If at all the Government accepts their demands then it should be with condition that the Crime Ration will fall down gradually to overall maximum of 12% of the recorded average within a year. Unless of course, the Government itself is trying to gain political advantage.

by the time any action is taken in Karachi all the wanted offenders of different parties would have left the city & would have gone underground therefore any action now will be waste except few being caught ,some arms recovered & after few days will be let OFF

Let them start from somewhere... don't be pessimist! we must support our Sindh and Federal government. Removing over 14 years "gund" is not so easy that with one clik every thing will be clean. it will take time but support from the people. We need to control the media who publicize criminal as heros. Let them be killed and then you will see peace in the metropolitan.
