KARACHI, May 12: Tempering with valves, unauthorized water connections from main supply lines and installation of illegal boosters by union Nazims of various towns have either badly affected the city’s supply position or have resulted in the stoppage of supply to various localities.
Such grave irregularities have been committed mostly in Lyari, SITE, Baldia, Orangi, Saddar, North Karachi and Malir towns, according to a report prepared by the city government’s water and sanitation department.
The town-wise break-up of the unauthorized water connections taken by the UC Nazims and councillors, along with the areas which have been affected, is as follows:
SITE TOWN: The UC-8 Nazim tempered with the W-19 valve in the town which has badly affected water supply to a portion of the UC.
The Nazim of UC-5 in the town installed an illegal booster near the Frontier Pump, causing an artificial shortage in some parts of the UC.
BALDIA TOWN: The councillor of UC-4 took an illegal water connection from a 33-inch dia water main, causing water shortage in Baldia Town’s sectors 9-C, 9-E/1, 9-F/1 and 8-E. Similarly, the UC-6 Nazim got an unauthorized connection from an 18-inch dia water main, affecting supply to UC-6, 7 and 8.
Another Nazim of UC-7 obtained a four inches dia connection from an 18-inch dia water main, affecting supply to UCs 6, 7 and 8.
ORANGI TOWN: UC Nazim in the SITE Town got a six inches dia water connection from the 48-inch dia Baldia Main, causing an acute water shortage in UCs 1, 2, 3, 4, 5, 7 and 9. The areas which suffered included Hanifabad, L Block, Mominabad, J Block, Sectors 9, 10, 11-A/B/E.
In the same town, the SITE Town Nazim removed valve-sheet of a 12-inch dia valve near 5-E (SITE Town), causing water problem in UCs 1, 2, 3, 4, 5, 6, 7 and 9.
Another UC Nazim of the SITE Town installed booster at Frontier Pump House without obtaining a permission from the water and sewerage department.
Yet another UC Nazim in SITE town removed the valve-sheet of a four inches dia valve at Al-Sadaf Colony, Orangi Town, depriving the residents of Al-Sadaf Colony (Sector 10) of water.
The Orangi UC-4 Nazim got an illegal connection of three inches diameter from a six inches dia supply line, causing water shortage at Sabri Chowk, Sector 11-B, Orangi.
A councillor of the UC-1 got a four inches diameter connection from a 12 inches dia water supply line, which badly affected the supply to Mujahid Colony and Mominabad’s block A, B and C.
The UC-2 Nazim shifted a 12-inch dia valve from one place to another without permission, causing water shortage in Mujahid Colony, Mominabad-A, B and C.
LYARI TOWN: The Nazim of UC-1 lowered two water supply lines of four and six inches diameter in Noorani Colony, disturbing supply to UC-2 areas.
The same Nazim lowered a six inches diameter supply line in Ghausia Colony, took a new four inches dia connection at Ghausia Road from Atmaram Road, got another four inches dia connection from a 24-inch dia Southern Bank Line (SBL), installed a heavy boosting pump at a 6-inch dia water main in Suleman Azad Road and all his illegal actions have resulted in poor water supply to UC-2, Hingorabad, Baloch Mohallah, Behar pumping station and tail-end areas of UC-2.
The UC-2 Nazim of the Lyari Town not only lowered a four inches dia water main from Ahmed Bukhari to Shah Waliullah Road, but also installed heavy boosting pumps on the main line of a six-inch dia in Hingorabad, causing water shortage in Ali Mohammad Mohallah and parts of Hingorabad.
The Nazim of UC-8 lowered a four inches dia supply line at Street No-2, Gulistan Colony, from the Tannery Road side, got a new connection from the SBL in Gulistan Colony from Mirza Adam Khan Road and another connection from SBL in Gulistan Colony from Mirza Adam Khan Road, affecting supply to UCs 6, 7 and Behar Pumping Station.
The UC-9 Nazim lowered a six-inch dia water main in front of Hari Masjid, Bakra Piri Road. Similarly, the UC-10 Nazim got a new connection of six-inch dia at Islam Road from an 8-inch dia water main at Kumharwarra Road and lowered a four-inch dia pipeline at Streets Nos 4 and 5 at Rexer Lane, creating water shortage in Rexer Lane.
The UC-11 Nazim got a new connection of six-inch dia from an eight inches diameter pipeline at Gharib Shah Road for Fateh Mohammad Sevani Road, lowered the four inches dia line in Nawalane, lowered the six inches dia line in Jecki Mohallah and also lowered four inches dia water line in Pinjara Para and Mehmood Shah Road, causing an acute water shortage in Rexer Lane and tail-end areas of UCs 10 and 11.
SADDAR TOWN: The UC-5 Nazim interconnected a two-inches dia pipeline with a 12-inch dia water main at Sheldon Road, inter-connected a four inches dia with a 27-inch dia water main at Aslam Road, affecting water supply to Jodia Bazaar, Kharadar and Mithadar.
The Nazim of UC-6 extended a four inches dia pipeline at Ghazdar Colon, causing water shortage in Bhimpura, Timber Market; UC-7 Nazim lowered a four inches dia water line at Siddiq Wahab Road (Nickel Street), affecting supply to a street; UC-2 Nazim lowered an eight inches dia pipeline at Lal Masjid’s lane and also lowered the six inches dia water line at Azeem Plaza Lane, causing water shortage in Ramswami.
However, with regard to unauthorized actions taken by the Saddar’s UC-1 Nazim (lowering of four inches dia water line at Bawa Put, lowering of a four inches dia pipeline at Arif Shah Baba Wali Galli, lowering of a six inches dia line at Hafiza Masjid, lowering of a four inches dia line at Jinnahabad No 1 and 2 and lowering of an eight inches dia waterline at Usmanabad’s Lane No 3, the W&S department’s list of unauthorized connections, has noted no adverse effects, instead it said that such actions will improve supply to Bawa Put, Arif Shah Baba Mazar’s Lane, Hafiza Masjid Lane, Jinnahabad and Usmanabad.
JAMSHED TOWN: UC-3 Nazim replaced a three inches dia water line in the UC’s streets and UC-6 Nazim replaced a three inches dia MS Pipe by an AC Pipe. Replacements of such pipelines have improved supply to the UCs concerned, said the report.
GULSHAN TOWN: The Town Nazim of Gulshan Town laid a six inches dia water line as a bypass, connecting it with an existing six inches dia water line and also laid down a four and a six inches dia supply network for Gulshan Goth, Block 6 (UC-9). His actions have, however, improved the water supply position to tail-end areas of Nafeesabad’s D and E areas and Block 6.
The Nazims of UC-11 and 12 made five 4-inch dia interconnections with 10 and 12-inch dia water lines with the existing system of Metroville’ blocks 1 and 2 (KDA Scheme-33). Such actions improved the supply position to blocks 1, 2 and Abbas Town partially, but affected supply to UC-12.
LANDHI TOWN: The Nazim of UC-9 replaced a four inches dia pipeline by a six inches dia water line without any information and got a two inches dia connection from an eight inches dia pipeline, affecting supply to adjoining goths, Landhi’s residential areas and Cattle Colony. A general councillor got a two inches dia connection from a 12 inches dia pipeline and another three inches dia water line, affecting supply to Moinabad and Future Colony.
NORTH KARACHI TOWN: The Nazim of UC-7 laid a 3-inch dia water line in Block 10, Sector 5-G, laid another 3-inch dia water line in North Karachi’s Block 8 (5-G) and made five interconnections of 3, 4 and 6 inches dia in Sector 5-G (blocks 75 to 80), causing water shortage in adjoining areas and tail-end areas of blocks 75 to 80. The UC-8 Nazim laid a 3-inch dia water line in blocks 61 and 62 (Sector-5-A), laid another 3-inch dia water line in Block 56 (Sector-5F), laid yet another 3-inch dia water line for Kachchi abadis in UC-8, made interconnections of different sizes from 3 to 6 inches dia in North Karachi’s Block J, thereby badly affecting supply to adjoining areas of UC-8, tail-enders and different areas of 5-J.
GULBERG TOWN: A 3-inch dia connection was taken by Kachchi Abadi of Godhra, North Karachi and when an attempt was made to disconnect the illegal connection, a law and order situation was created by the women of the Kachchi Abadi.
LIAQUATABAD TOWN: A 4-inch dia water line was disconnected and a one-inch dia bypass connection was reconnected in UC-11 to charge the same. This action caused water shortage in tail-end areas of Orangabad.
MALIR TOWN: The Nazim of UC-1 laid a 3-inch dia water line in Lassi Para Rahim Khan Village from R. K. V. Pump up to Telephone Exchange, Model Colony. The connection is, however, not yet connected with the system and if it is done, it will affect supply to RKV pump on existing supply lines due to limited supply of one-hour after every four days from RKV Pump.
The UC-4 Nazim has tendered for laying a six inches dia water line for Muslimabad (Kachchi Abadi), Malir Extension from a 24-inch dia pre-stressed water line. If laid, it will affect supply to F-North and D-Area, Malir Extension Colony owing to limited supply of only one-and-a-half hours. The tail-end areas are already facing an acute water shortage.
The UC-6 Nazim made an interconnection of 6-inch dia from a 24-inch dia water main into a six inches dia distribution line and also made a 3-inch dia branch line from a 24-inch dia pre-stressed pipe. However, the UC Nazim’s first action improved supply to the existing 6-inch dia pipeline while his second action made the residents to take connections directly from a 24-inch dia pipeline as there is no branch line.
TRUNKS MAINS: The details of the unauthorized connections taken by UC/Town Nazims from the Hub Trunk Main and water trunk mains are as follows:
Naib Nazim Dr Zia got a six inches dia illegal connection from a 48-inch dia water main, causing water problem in Orangi’s ‘L’ Block and Baldia Town.
The W&S department’s officials’s attempt to disconnect the illegal connection failed.
UC Nazims/Town Nazim Lyari got 4 and 6 inches dia water connections from a 24-inch dia pipeline near Naval Flats at Mirza Adam Khan Road. The areas which suffered most owing to these illegal connections included localities hooked to the Behar Colony pumping station, Mohammadi Colony and Machchar Colony.
Another 12-inch water connection was taken from Southern Bank Line (SBL) by UC Nazim/Town Nazim Lyari at Miran Naka Mirza Adam Khan Road, which affected supply to down-stream areas of Lyari Town.
Yet another UC Nazim and area public took a 2 and 1 1/2 inches dia connection at Grex Village near a playground, took two 2-inch dia water connections from 24-inch dia BDM at Bilal Mohallah and Thandi Sarrak, Hawkesbay Road, got two illegal connections of two and one inches dia connections from an 18-inch dia Manora Main at Budhani Goth, Hawkesbay Road and also from another 18-inch dia Manora Main, Sandspit Road, Younusabad. It caused water shortage at Navy (PNS) Himalia, KANUPP and down-steam areas of Keamari Town.
However, complaints of unauthorized connections taken by UC Nazims have not been received from Shah Faisal, Keamari, Korangi, North Nazimabad, Gulberg, Gadap and Bin Qasim towns.
