DUBAI: Iran and China agreed to expand bilateral ties and increase trade to $600 billion in the next 10 years, President Hassan Rouhani said on Saturday during a visit to Tehran by Chinese President Xi Jinping.
Xi is the second leader of a UN Security Council member to visit Tehran after the nuclear deal Iran struck with world powers last year. Russian President Vladimir Putin visited Tehran in November.
Iran emerged from years of economic isolation this month when the United Nations' nuclear watchdog ruled it had curbed its nuclear programme, clearing the way for the lifting of UN, US, and European Union sanctions.
“Iran and China have agreed to increase trade to $600 billion in the next 10 years,” Rouhani said at a news conference with Xi broadcast live on state television.
“Iran and China have agreed on forming strategic relations (as) reflected in a 25-year comprehensive document,” he said.
Iran and China signed 17 accords on Saturday, including on cooperation in nuclear energy and a revival of the ancient Silk Road trade route, known in China as One Belt, One Road.
“China is still heavily dependent on Iran for its energy imports and Russia needs Iran in terms of its new security architecture vision for the Middle East,” said Ellie Geranmayeh, policy fellow at the European Council on Foreign Relations.
“Iran plays quite an integral role for both China and Russia's interests within the region, much more than it does for the Europeans,” Geranmayeh said.
New markets
Xi was quoted as saying by China's Xinhua news agency: “The China-Iran friendship ... has stood the test of the vicissitudes of the international landscape.”
The Chinese state-backed Global Times newspaper said in an editorial on Saturday that China hoped to improve ties with Iran as part of its sweeping plan to rebuild trade links with Europe and Asia and carve out new markets for its goods.
“China is of course considering its self interest in strengthening cooperation with Iran, especially at a time when China is in the midst of expending efforts to push forward the One Belt, One Road initiative, Iran is an important fulcrum,” the paper said.
Rouhani said the countries had also agreed to cooperate on “terrorism and extremism in Iraq, Syria, Afghanistan and Yemen”.
China signalled its support for Yemen's government, which is fighting an Iran-allied militia, during Xi's visit to Saudi Arabia, Iran's rival for influence in the region, this week.
Iran has called on China to join the fight against the Islamic State militant group and play a more active role in the region.
Tehran is widely credited with convincing Russia to start its military intervention in Syria and join the fight against Islamic State.
“Although China and Russia backed UN sanctions against Iran on its nuclear programme, they were also heavily pushing for special waivers to continue trading with Iran,” Geranmayeh said.
“Iran had a relationship both politically and economically with China and Russia for the last ten years in ways that it hasn't had with Europe. So it's quite natural to see it opening up first to these countries.”
The Chinese president was to meet Iran's most powerful figure, Supreme Leader Ayatollah Ali Khamenei, later in the day.

Excellent Stuff, with the Sanction lifted. Watch Iran touch great heights in all departments.
40 billion for Pakistan and 600 billion for irann...what a difference
So Iran next emerging Middle east super power.
Oh my god, $600 billion trade. We must divert our loyalty from Saudi Arabia to Iran immediately.
Good news for Pakistan as the land route that connects these two countries pass through our country.
Well done boys keep it up let the western world know we got money to in other side of the world
China under its President Xi Jinping is fast on the track to become the biggest economic power of the world, much before 2035 predicted by the economic watch-dogs. The CPEC should become the most critical integral part of the plan well on course.
Very interesting; let's see how KSA sees it
Let's admit it, China plays ball on a different level. They also want to secure Middle Eastern oil but their approach is very different than the US!
Good News.....building Iran is better than bombing iran.
He appreciated Iranian leaders for their steadfastness in front of difficulties.
Good for region a well.
Good news for Asia
This makes sense; China is dependent on Middle Eastern oil and probably wants to move fast to secure commodities now that Iranian oil is back on the market. Pakistan should try to make sure it can route some of this trade via pipelines through its territory and the CPEC.
we were going crazy over 46 billion. wow
once came the britishers then came the chinese :)
Wow! it's a huge amount, good luck to both countries.
Iran is the only beneficiary of the deccades long wars and the staged "emergence" of IS. well played Iran!!!
Well, that makes our 47 Billion CPEC look like a dwarf.
600 billion!!For 45 billion cpec project pak making too much notice from last 5 years though project s yet to start.
The best part of the story is that Iran and China has agreed in forming a long term, realistic and natural, strategic relationship.
The China-Pakistan Economic Corridor (CPEC) project must be extended to Iran to become the powerful CIPEC.
That puts CPEC in perspective. 40 billion v 600 billion. What a joke, tells you what small frys operate in Pakistans commerce and industrial departments. Taking a long view on pakistans all weather relationship clearly China knows where it's bread is buttered. If Iran continues on its path, it will emerge quite the regional power and pain for USA and Israel, but also marginalise Pakistan.
Does this mean CPEC is useless and will be cancelled??
Positive news. This part of the world needs China to maintain peace.
CPEC Vs Chabahar ?
Iran's positive diplomatic role in the world affairs must be appreciated by one and all.
Great nations never compromised their principles. Great achievement well done Iran.
600 billion!! Wow! China is now spreading her wings. It is just a matter of time that China will become super power
Chinese are really aggressively reaching out to all oil producers. They are everywhere in Africa.
And we are proud of the 46 billion dollar investment
Changing times.
Big Game Change. With Russia, China, India and Iran getting financial friends, Pakistan has to change it foreign policy to adjust best in them. America and Saudia are the future victums in terms of their influence in region. Pakistan must play sensibly and gain max to fit in between them.
So Pakiatan is happy for $46 billion.this is real.game changer for iran I.e. 600$ billion investment.
"My friend's friend is my friend" Interesting developments, wonder where Pakistan will be situated once these type of agreements are made.
And shortest trade route is Gwadar-kashgar road.
CPEC will facilitate Iranian energy export to China if IP can be linked up to China: IP+C. IPI should be discarded.
China can play a better role which can change the fate of people of the region and will solve the issue of terrorism. People will stop fighting if they can earn two times bread with honest work. CPEC will greatly facilitate trade between China, Pakistan, Iran and other countries.
The best thing that can happen is to convert the present CPEC into a much more significant and far reaching CIPEC.
and we were jumping with joy at $43B
Usd 600bio Is a turkey in the sky number
Start building the pipelines Pakistan
I guess Pakistani fellow people will not consider this against Pak interest as they do when same Iran does trade with India.
$600B trade with Iran as compared to a mere$ 46B with Pakistan even with this small amount the politicians are making things difficult with in fighting.
I had hoped that Pakistan's Nawaz Sharif would visit Iran and forge special friendship and economic ties with Iran. People of Pakistan must be reminded that the way Iran supported Pakistan in its war against Indian aggression in 1965 and 1971 is something to remember and cherish. Iran has gone out of its way to support Pakistan. Pakistan people must be stand by Iran. They have always supported Pakistan.
Good for Iran.
Pak should also act quickly before everyone sign deals with Iran and nothing is left... after all Iran is Pak's next door neighbor whom Pak share with a long border.
GREAT NEWS. I wish all success in Iran -China co-operation
Steadfastness of a nation with corruption free and pious leadership paying off. Relations on partnership level and not spreading charity bowl.
Iran we Indians are your best friend. U know why.
Good for Pakistan as well...!
It is not a zero game. Iran should have balanced relationship with its neighbors
Soon Pak-China trade Volume will touch Trillion Dollars
Soon Pak become the biggest trading partner of China.
@Shahryar Shirazi Read what it says. Its $600 Billion over 10 years. Pakistan's trade with China is already in the double digit per year figure and increasing and CPEC is a separate project of which $43 billion is over 3-5 years and many further investments will follow after. Its not bad for the people of Pakistan who are in the state of war and a country that doesn't have oil. At best we can only hope Gwadar can become a bridge between Middle East, Central and South Asia.
China has proved that they value Iran more than anything because they have 4th largest reserves of oil and gas in the world. So called friends and allies are bogus when it comes to grabbing resources and huge investment in to thier country.
this is all about international north south transport corridor
can you people read? it's 600 billion in mutual trade not infrastructural investment like CPEC.
China knows how to play ball! $600B.... Seriously???
@M.Saeed .... Chabahar is going out of equation as India is wasting time like Pakistan under US pressure.
My assesment after watching iranian media that Iran has very low expectation from India, Pakistan and India try to bargain with other parties too (e.g Israel, Saudis, US) on the basis of Iranian deal. I like the word of Chinese President (wrote a letter to Iranian nation one day before he arrived Tehran) "Enhancing political mutual trust to cement the foundation for cooperation. Mutual trust ensures success while distrust spells failure. This is true for state-to-state relations as well as interpersonal relationship" Chinese President
@sam ; Why???
Comparing CPEC with trade MOUS in Iran is naivety, Pak China trade in next decade will also cross 500 Billion mark. There is a difference in FDI and trade. We should welcome good development in the region.
@Faisal .iran is not in middle east.update your geographical knowledge.
600 billion dollars is the bilateral trade estimated between the two countries in next 10 years but 46 billion dollars on cpec is chinese investment.
Thete are no friendships or religious brotherhood in global dealings just mutual national interests and business partnerships.
@niju please don't confuse investment with Trade. If you don't know then please don't type. thanks
This is level of business one can do. We are beating the bush around CPEC for years without seeing anything in reality. Our neighbors implement CPEC size projects every six months.
Because Iranian leaders are sincere with their nation lacking the same with Pakistani elites...Chines know this difference well
@sam - Yes, and this is why the Indian government did not utter any word on sanctions against Iran.
ultimately this deal will benefit Pakistan because major trade item for China will be oil to get import from Iran, for which CPEC route will be utilized via Gawader Port.
40 Billion for also Iran. it was just a read carpet between Iran and China. As the investment is concern that is 600 Billion start and go on with Iran. Pak China Friendship ??????????????
Great News
Of course gwadar port will be next silk road.
Most people here are commenting without reading this article. China-Iran trade ( not investment) will be $600 billion in 10 years. That is $60 billion per year.Compare that with $6000 billion China trades with USA in 10 years or $1000 billion per 10 years with India. Its trade not investment like they are doing in Pakistan.
I am shocked that so many of the comments are comparing the deal with Iran to the one with Pakistan. Just to be clear, the deal with Pakistan is direct Chinese investment in Pakistani infrastructure that will then spur further economic activity in the country. In contrast, the deal with Iran is an MOU to increase mutual trade to 600BN. That means that China will import from Iran and Iran will import from China in a manner that the total trade will increase in 10 years to $600BN. So basically, we should still be ecstatic about the investment in Pakistan. Trade deals and investment deals are fundamentally different, and in fact the deal with Iran will help us since the goods will likely in large part go through highways built through Economic Corridor
A route from China to Iran via Afghanistan will be more beneficial for China as it can further connect to other central Asian countries.
@Sense "Start building the pipelines Pakistan". No, not likely at all till NS is at the helm of affairs due to Saudi factor. Where is the national interest ?
China is true Business minded Nation. They dont want to put all eggs in same basket. They are investing in all possible routes. Pakistanis are too much emotional people. Once again its time they should realize the situation now that things dont work with emotions only.
@AsR While if they go Through northen Afghanistan to Iran, they have more possibility to connect to other cental Asian Countries. As well as connecting directly to Iran without two modes of transportation.
@CAL Investment with high loan rates and gauranteed returns and above that major contracts to Chinese companies
China's richest man Wanda has announced yesterday that he will invest $ 10 billion in infrastructure in haryana, India . it is a huge investment by a private company by China in India. It seems Indian subcontinent is now more in gossip due to investment and business related activities. Good.
Great news.
@niju: 600 Billion is expected trading amount & not investment by China alone.
@Faisal and yo came to the conclusion
@niju this is trade volume over next ten years ! Nice try, anyway !
600 billion $ is trade deal not investment. Please stop comparing 600 billion $ trade deal with 47 billion $ investment.
If we had built the pipeline we could have played middle man to the oil trade between the two countries.
y the way how much is the trade volume between China and Pakistan. Enlight me if ànyone knows with share of each.
@Faisal Iran's total GDP is 369.9 billions. How any country could put (invest) double of that amount? It does not make a sense.
Thats a lot of trade. If it does become a reality thats going to mean lots and lots of jobs.Lets look at the bright side anyway.
@gansharma ,, its for 1o years
The word strategic alliance with 600 billions u$ trade with a huge letter from Chinese President to Iran nation has extra importance, must read his signed article.
@niju Dear can you read and understand? First the figure is not 40! Second that is Chinese investment and loans granted to Pak. The news item is 600 billion ( up too) for trade to take place in the ensuing 10 years. The news item nowhere mentions China is investing or loan etc. Iran will import items such as aircrafts, vehicles , build factories and dams, railway - high speed and underground transport .
And Pakistan still need to complete it's obligation towards Iran by completing it's side of Pipeline which Iran completed 3 years back. Iran is already providing 100 MW of electricity to Balochistan. When we will break begging bowl; start living and develop a dignified and resilient economy?
"Iranians never trusted the West... That's why Tehran seeks cooperation with more independent countries (like China)," Ayatullah Khamenei said.
"Iran is the most reliable country in the region for energy since its energy policies will never be affected by foreigners," Ayatulkah Khamenei was quoted by his official website as saying at a meeting with Xi.
@Abdullah Masood 47 Billion $ is not an investment. It's a loan.
@pbp you don't have clue what is going on.
iran proves theocracy is the successful path even in 21st century
Apparently some people on this blog have trouble differentiating between $46b in investment vs $600b in trade!
@usman 46B$ is investment/FDI in Pakistan. 600B$ is mutual business volume; which includes imports and exports and in case of China its most exports. get the facts in line first!
Chinese Iranian friendship dates back to 2000 plus years, in fact today's China owes a lot to Kublai Khan's Iranian craftsmen and generals. Trade not loans make people prosper with dignity.
@Larka here comes another one! it is mutual trade not investment. PLEASE! stop getting so excited folks!
Even under sanction Chinese Iranian trade stood at 52 billion dollar in 2014. Without sanctions, Iranians have access to Superior Western technology and trade. Now if Iranians are giving Chinese and Russians priority then it shows their commitment to long term friendships and partnerships. I wish our Pakistanis leaders were business minded and not dumb and shortsighted.
@gansharma 600 Billion is over the next 10 years., Not in just one year!
To all those illiterates!!!
Trade doesn't mean investment. China invested $40 billion in Pak but trade means money would be coming and going out of both countries in total $600 billion an that too is in the next 10 years meaning $60 billion average per year trade which is very less in terms of trade!
Some people are relieving that its trade but not investment . to those Pakistan annual trade with China is 5 billion. And 46 billion is not an investment either, its loan with 18 % returns..
@atheist It's not more than 20 $ Billion for 2015.
@uma But China's trade with Iran will be much larger than its trade with Pakistan. Bellwether friend has new friends in the neighborhood.
@Ali Wali china want to secure gwadar sea port, and once it is operational, then you will see what havoc it do in this region. In other words, china wants iran to stop its interference in Balochistan+other countries poking noise by helping pakistani authorities.Gwadar is life and blood for china for its future development, thus becoming world super power.
Excellent diplomacy of Iran and China. This is call "Loyalty", We dumped China over India and Afghanistan. The negative intentions and motivation of these countries are known to everyone.
Surely our politicians are making money. We have been disloyal to China who actually assisted Pak in its bad times. What have US, KSA, and other so called friendly countries have given us?
@uma hehehe, I feel sorry for you mate. Try joining some good school for ECONOMICS 101.
If security prevails in our country and region overall, Pakistan will definitely get benefit from Sino Iran trade. Chinese and Iranians are considering rail link from Urumqi to Tehran to establish strategic trade partnership. Pakistan must maintain close relationship both China and Iran.
@Ali ... You said right we get money we don't earn it right....
Some people considering 46 billion of loan as investment. Well, its not Investment is what Japan is doing in Indian railway worth 105 billion in 5 years. Dalian Wanda group(China) yesterday committed to invest 10 billion in Haryana... Still no hype... And even the loans, Japan has agreed to finance Ahamdabad Mumbai bullet link with an interest rate of .1%. Thats free money...not like iron brother with 18%...
@Waqas no my friend its 5 billion..
@Waqas -: thanks waqas for the information.
@Syed
Don't be emotional over rationality, lol!
@tasleem ulhaq - I think investment and loan are two different words. $46billion is taken over 15 year with interest rate of around 8-9% which is highest rate in world , only interest of this much money is about $5 billion per year. If not paid for 10 year interest will reach to equal value of project cost.
@uma .....and informatin for all so called literate- loan and investment are two different words that too when taken at a rate of around 8-18%( no where rate is clearly detailed in media). Mere interest of this much money will be around 5-10 billion per year.
This may solve some of the horrible problems of Middle East.
indeed china and iran are friends........ during sanctions China/ Iran trade was keeping the shipping industry busy like a bee.... between two countries.
@shaka - not great heights, great heights of sectarian violence and hatred for Mid Eastern countries.
@niju - difference is 560 billion dollars.... spread over 10 years, that makes it 56 billion every year and 4.5 billion every month. staggering deals.
China, beware of Chabahar sabotage of CPEC in Iran!
@niju : $46 billion on CPEC in Pakistan is an investment by China, while $600 billion in 10 years is the expected volume of trade (both ways) between China and Iran. Remember the most important point. That trade would obviously route through CPEC, for all practical purposes!
Hopefully a more secular Iran can work as a bridge between Asian and western powers and play a more productive role in the region, as oppose to the negativity displayed by Saudis in the recent history.
Patience always pays well. I am glad for my Iranian neighbors.
46 billion is Chinese own money to build CPEC for Pakistan, more like a gift. £600 billis are money to buy Iranian oil not free!
Indeed a good venture... regional trade is the answer.. sole source of regional security..And the only way in which a durable peace can be created is by world-wide restoration of economic activity and international trade.
a good politician first tells what will happen, then explains why it did not happen.600 Billion dollars is lot of money.Oil prices will remain depressed and so will Iran capacity to import from China.
@Salim Khan: It is not $600 billion over 10 years. Deal is to perpetually increasing over time, and both country (China and Iran) is expecting that this trade per year should increase to $600 billion in 10 years. In other words, bi-lateral trade between Iran and China should be $600 billion in 2025 (not accumulative trade over 10 years, but trade per year).
That is nothing if China starts importing oil and gas entirely from Iran plus petro-chemical, agricultural and other industrial goods. Meanwhile Iran also increases in importing Chinese industrial and agricultural goods from China.
Iran and China is working on building fast train from China to Iran through central Asian countries, that could become major route for bi-lateral trade between Iran and China. For China, Central Asian countries are more trustworthy, as they were once socialist countries, closer to China and not under western influence.
World community should involve in more trade and more prosperity. This will prevail peace in the world.
The only Muslim country who has developed its human infrastructure to world class levels.
And this is paying off now.
They" recognized" the importance of Mind Power.....Brain Power in this century.
Iran is always willing to help Pakistan and we must take their help in the area of education, health, sanitation etc.
@Faisal iran was always a strong actor of middle east without nukes .
CPEC 45 billion in 15 years and 600 billion to Iran in just 10 years. Watch the difference!!!!!
I thought it was 600 Million but 600 Billion Dollar is a huge amount!! Iran can do it due to its wast reserves of oil and gas as well as china has the expertise to explore them.
@uma: It is not $60 billion per year, it is $600 billion per year. But, according to news, that target of $600 billion per year would be in 10 years time. As for present situation, in 2014, bilateral trade between China and Iran was already over $50 billion.
