Export to Kabul Negative list of items

ISLAMABAD, Feb 12: The federal government announced on Tuesday a negative list of items and goods that could not be exported to Afghanistan and Central Asian Republics.

An official notification said that there was no restriction on exports of all goods to Afghanistan and Central Asian Republics (CARs) in rupees via land route except the negative list.

The only restriction was on goods manufactured in manufacturing bonds and these exports are allowed only through those places where customs post exists i.e. at Chamman and Torkhum.

The list of items which, however, cannot be exported being on the negative list include: Intoxicants and intoxicating liquors, endangered wildlife species and animal/birds, etc., protected under any provincial wildlife act, charcoal and firewood, wood and timber, antiquities, counterfeit products, anti-personnel landmines, fissionable material, acetic anhydride and certain chemical with potential of use for chemical weapons.

The notification said that the list of items exportable under duty drawback scheme has also been extended to 33 items already notified by the ministry of commerce.

Transport permits are no longer required and have been done away with. The central board of revenue has also issued instructions to its check posts accordingly. A two member committee has also been constituted to address problems faced by the exports. The members of the committee include Syed Mumtaz Haider Rizvi, member exports of the CBR and Maj. (r) Sahibzada M. Khalid, joint secretary states and frontier regions and Kashmir affairs.
