BELGRADE, Feb 4: The new European state of Serbia and Montenegro was officially proclaimed on Tuesday after parliament voted to adopt a new constitution and dissolve the former Balkan federation of Yugoslavia.

“After both chambers of the federal parliament adopted the constitutional charter, and following its adoption by the Serbian and Montenegrin parliaments, I proclaim the constitutional charter of Serbia and Montenegro,” parliamentary chairman Dragoljub Micunovic said with a bang of his hammer. —AFP
