ISLAMABAD, Dec 2: Around 800 teaching and non-teaching staff working under the Federal Directorate of Education (FDE) are waiting for the regularisation of their services, it has been learnt.

However, some of the employees alleged that the ministry of capital administration and development (CAD) had started a pick-and-choose policy.

They said recently CAD regularised six teachers in BPS (Basic Pay Scale) 16, who were junior to about 100 educators.

According to documents available with Dawn, CAD regularised the services of Mohammad Waqarur Rehman (date of appointment Nov 26, 2010), Ms Shahzaib (Oct 26, 2010), Makhan Khan (Nov 24, 2010), Mohammad Ejaz (Jan 1, 2010), Shugufta Habib (Jan 2, 2010) and Rubina Kausar (date of joining Sept 13, 2010).

An officer in the FDE requesting not to be quoted said the teachers were regularised in violation of merit.

He added that those appointed in 2009-10 were still waiting for regularisation of their services. Now even if these teachers are confirmed, their seniority will be affected, he observed.

A teacher on the condition of anonymity added: “My date of appointment is April 13, 2010, but CAD ignored my case. When I met a senior officer of CAD and informed him about the matter, he asked me ‘not to make it an issue with the bureaucracy as it can land me in trouble.’”

She complained: “It is unfair with teachers who have been working for many years without their services being regularised.”

A non-teaching employee said the regularisation of other staff was also questionable. “CAD should adopt a fair process of regularisation and a complete list of all teaching and non-teaching staff should be made available on the FDE website,” he said.

“If the process of regularisation is made transparent, there will be no issue or grievance,” he said.

CAD’s Joint Education Adviser Rafique Tahir while talking to Dawn said some teachers had also approached him and informed him about violations in the regularisation of services.

“I have taken up the issue and suggested to the joint secretary admin in writing to look into the matter and resolve the issue.

Regularisation is a very lengthy process due to which there is the possibility of some errors in the data entry. But I can assure you that sooner or later all the teaching and non-teaching staff will be regularised,” he said.
