RAWALPINDI, Nov 28: Lahore High Court (LHC), Rawalpindi bench, on Wednesday directed the directorate of federal government educational institutions (FGEI) and Establishment Division, to submit a summary of the prime minister in which he rejected the regularisation of daily wage lecturers.
Hearing the case for regularisation, LHC division bench, comprising Justice Chaudhry Mohammad Younis and Justice Ali Baqir Najafi, directed respondents — FGEI and Establishment Division — to submit the summary submitted to the prime minister.
The regularisation deals with daily wage lecturers working in educational institutions in cantonment area.
The respondents had earlier informed the court that the prime minister secretariat did not approve the summary because the regularisation, putatively, was against the rules.
Fazil Siddiqui, counsel for daily wage lecturers, adopted before the court that there are 1,018 daily wage lecturers working in various federal government educational institutions in the cantonment area.
He said the above said respondents, on February 7, 2011, informed the Supreme Court that they were going to regularise the lecturers.
The counsel contended that lecturers were working for the past 15 to 20 years but felt insecure, in regard to their future.
The FGEI in October, of this year, issued letters to the lecturers, according to which their term expired on December 31, 2012, the counsel added.
The counsel referred to the case of a daily wage lecturer, Ayesha Aftab who currently heads the fine arts department at government college Wah cantonment. He said that Ms Aftab was 43, and being overage could not apply for a job in any government department.
Siddiqui pointed out that it was the principal decision of the federal government to regularise services of daily wage and contract employees, who had completed one year service till December 31, 2011.
He also said the case of daily wage lecturers was referred to the cabinet subcommittee on regularisation of contract employees, who forwarded it to Federal Public Service Commission (FPSC).
He requested the court to direct the respondents to regularise services of daily wage lecturers or pass directions to FPSC to give preferential treatment in regularising lecturers. — A Reporter
