LAHORE: The Punjab government on Saturday presented a balanced and tax-free budget with a total outlay of Rs782.86 billion for fiscal year 2012-13 allocating Rs250 billion for Annual Development Programme (ADP).

Mian Mujtaba Shuja-ur-Rehman, who was given the charge of finance minister just a day before the budget day, presented the budget in the Punjab Assembly.

Giving break-up of the budget receipts and expenditures, he said, the provincial government would receive a total of Rs650.5 billion from federal divisible pool, while Rs131.4 billion from provincial own tax and non-tax revenues.

For the next FY, he said, the government's total expenditures/non-development funds estimates had been calculated at Rs532.8 billion, which was 13.9 per cent higher than the accumulative expenses of current financial year ending June 30, 2012, while, the Rs250 billion ADP was 13.6 per cent high.

Mian Mujtaba said that out of the Rs250 billion ADP, Rs86.46 billion had been allocated for Social Sector, Rs62.90 billion for Infrastructure Development, Rs35.50 billion for Special Programmes, Rs8.61 billion for Production Sector, Rs11.10 billion for Services Sector and Rs5.42 billion for Environment, Culture, Auqaf and Human Rights, and Rs40 billion for miscellaneous developmental programmes.

Giving expenditures break-up for various sectors, he said that under the Provincial Finance Commission (PFC), a total of Rs210.983 billion had been allocated for District/Local Governments, Rs81.86 billion for Public Order and Safety, Rs23.38 billion for General Administration, Rs31.30 billion for Education, Rs35.65 billion for Health, Rs5.56 billion for Agriculture, Rs55.73 billion for retired government employees pension and Rs34 billion for public subsidies.
