ISLAMABAD, May 3: Senior officials working in Islamabad Police on deputation told the Islamabad High Court (IHC) on Thursday that their subordinates were trying to pressurise and harass them through unnecessary litigation.

Some police officers working in Islamabad on deputation appeared before IHC Judge Noorul Haq N. Qureshi and submitted their replies to the court on a petition filed by 17 inspectors and sub-inspectors seeking repatriation of these officials.

Umer Hayat, the Superintendent of Police (SP) currently working in the Crime Investigating Department (CID), Islamabad on deputation in his written reply stated: “The petitions filed by the officials are meant to unduly harass me, whereas my services have been acknowledged by the Islamabad police high-ups.”

Umer Hanif, the counsel for SP Hayat contended before the court that his client being a brilliant officer of the Punjab police was posted in the federal capital on deputation in response to the request made by Islamabad police.

He said that a large number of government servants had been working in different departments on deputation with mutual consent of borrowing and lending organisations and their postings from one department to another did not affect the seniority of the regular employees.

The promotion of petitioners would also not be affected by the officials serving in Islamabad police on deputation, he added.

Shaukat Rehman, the counsel for deputationist DSP Babar Ali told the court that junior police officers filed the petition to pressurise the senior officers.

He said the police officials from other provinces joined Islamabad police in accordance with the deputation policy following the due process. He said that the officers could not be repatriated on the desire of their juniors nor they could go back to their parent departments on their own until the borrower department permitted them in this regard.

The petitioners, seven senior inspectors and ten sub-inspectors of the Islamabad police, contended that the postings of the police officials from the provinces and other parts of the country on deputation in Islamabad affected their seniority.

They further stated that the authorities concerned ignored the personnel of the capital police by giving postings to the officers on deputation despite the availability of the eligible officers in the Islamabad police.

They said that they had appeared in the advance course, necessary for the rank of Deputy Superintendent of Police (DSP) and they had been working as inspectors for the last 13 years.

Besides, they were also recommended by the Departmental Promotion Committee (DPC) for promotion as three DSP posts were lying vacant in the capital police.

Justice Qureshi after hearing the arguments from both the sides reserved the judgment on the case.
