The Governor said Pakistan had always made sustained efforts to maintain brotherly relations with Afghanistan. It extended all possible facilities and trade concessions to that country because “we knew that Afghan people need our help most and they were our brethren in faith”. But all the friendly gestures, which carried nothing else than goodwill, failed, he said.

“Afghan rulers did not cooperate and exceeded the limits for harming their own people by breaking off diplomatic relations with Pakistan and sealing off the border for trade which caused great hardships to the Afghan people,” he recalled.

The tribesmen demanded that the Kashmir issue had reached the boiling point and the tribesmen, who had been the main factor for the liberation of Kashmir, felt that they should be allowed to take direct action against Indian forces of held Kashmir which were threatening the independence of Azad Kashmir and Pakistan.

The Governor said Pakistan was aware of the tribesmen’s sentiments. He praised tribesmen’s faith in President Ayub Khan and admired their loyalty to the present regime and Pakistan. He said the Government was fully alive to the needs of the tribes and has already accelerated the pace of development in this region.

Referring to the Constitution, the Governor observed that Pakistan was an Islamic country and the present Islamic nature of the Constitution was definite proof that Pakistan will always adhere to Islamic principles and move fast towards progress and prosperity.
