HYDERABAD, Nov 12: The delay in the announcement of financial policy the three tiers of the district government can not discharge their duties to the satisfaction of electorates.
This was stated by Hyderabad district Nazim Dr Makhdoom Rafiq-uz-Zaman, in his annual address at the district council here on Tuesday.
He threatened to resign from his post in case the financial as well as administrative powers of district Nazims are withdrawn when the new provincial government is formed.
He said that rumours were going around which hinted at the clipping of financial and administrative powers being exercised by the district Nazims.
“I would be the first person to resign from my post in case this was done,” he told the members of the District Council
Reading from a written text, He said that efforts were underway to improve the working of the Qasimabad hospital and Kohsar Hospital, and added that the construction of four dispensaries and a rural health centre in New Saeedabad were in the pipeline.
He asked the members to identity areas where free books had not been distributed.
He said that 29 schemes, comprising 138 units, had been launched which envisaged construction of schools and improving the ones which already existed.
He said that the provincial government was repeatedly approached for changing or reviewing the functioning of the agriculture department.
Regarding Wasa and HDA, he said that a ‘master plan development’ was being given to the district government to enable it to dispose of minor works of the HDA and Wasa, and the rest of the works would be handed over to the Taluka Municipal Administration (TMA) though it required amendments in the Sindh Local Government Ordinance (SLGO).
He said that the Wasa was working as a sick unit with poor financial resources.
He urged the Nazims and councillors to at least ensure payments of bills of Wasa.
He said that he had referred the case of Syed Ghulam Raza Shah Latifi, the Nazim of Bhitshah, to the District Public Safety Commission (DSPC) to investigate it.
