HYDERABAD, Oct 22: The Sindh High Court’s circuit bench on Monday appointed the district and sessions judge, Hyderabad, as the inquiry officer to conduct an inquiry into the complaint of Tharo alias Ranjhan.

The order was passed after the district police officer (Investigations) had submitted his report, describing the complainant and his brother as being “criminal-minded.”

The court took notice of the fact that the SHO had failed to prove that any notice was issued to the complainant for his appearance in connection with the inquiry.

The complainant had sent a telegram to the court that was converted into a petition.

He told the court that the police had not called him during the course of the inquiry.

The complainant stated that the police, following his earlier complaint, had arrested three accused Hashim, Mohammad Bakhsh and Ali Gul but they were soon let off by police.

He also said that the police officials were pressurising him to strike a deal with the accused but he had refused.

In response to his complainant, he said, a case was lodged by the Site police, adding that some of the accused, nominated in the case were also arrested.

He said that accused were to be tried under sections 147, 148, 149, 505 (2) 436 PPC and that the SHO (Investigations), Javed, was supporting the accused and that was why the accused were threatening him of dire consequences.

He informed the court that the accused were influential persons and that they would implicate him in false criminal cases.

He accused the police officials of working in league with the accused, saying that his life was in grave danger.

On the last date of hearing i.e. Sept 9, the court had directed the DPO (Investigations) to conduct an inquiry.

The DPO submitted his report before the court through the additional AG Sindh, Masood A Noorani.

The DPO told the court that the DSP (Investigations) Urban, was entrusted with the inquiry, adding that the complainant was issued notice to appear before the IO but he never turned up.

Terming the inquiry conducted by the Site police transparent, he said that the FIR lodged by the complainant was disposed of on the basis of this inquiry as cancel class.

The DPO said that the inquiry report of the DSP (Investigations) had established that the allegations levelled by the complainant against police were baseless and incorrect.

The court has referred the matter to the district and sessions judge to hear the complainant and give report in this regard.
