LAHORE, Sept 3: Punjab reportedly agreed on Tuesday with a National Reconstruction Bureau (NRB) plan to replace the District Management Group (DMG) with a National Executive Service (NES) to man important posts in BS-19 and above in the country, and to make the police service a provincial setup.

The plan includes the creation of a new provincial executive services (PES), induction of people from the private sector into it and the NES, introduction of independent district and cantonment board service and elimination of the post of section officer.

The NRB had made a presentation to President Gen Pervez Musharraf on the subject on Aug 24, who had approved certain measures regarding the restructuring of the public services at all levels.

The NRB had sent the plan and measures approved by the president to the provincial governments for consent. It reportedly plans to hold meetings with the secretaries of the services and general administration of the provinces in Islamabad between Sept 9 and 12.

During the meetings, the secretaries will identify the NES and PES posts in the provincial and district governments and suggest sharing of important posts of the provinces between the services.

They will make suggestions regarding the criteria for entry to the services and determination of seniority among their officers, and the proposal for the induction of people from the private sector into them.

According to sources, Punjab Chief Secretary Hafeez Akhtar Randhawa presided over a meeting on the subject here on Tuesday. The meeting approved the reconstruction plan and gave proposals for the series of meetings to be held in Islamabad.

According to the blueprint given by the NRB, the NES will be created to man all policy posts in the federal secretariat, some important posts in the provincial secretariat, heads of departments and other critically important managerial posts of the attached departments of the federal and provincial governments, heads of the autonomous bodies and the district coordination officers.

The plan includes creation of a provincial executive service to man BS-18 and 19 posts in the provincial secretariats, the posts of executive district officers and an independent district service for all posts of district governments from BS-1 to 18.

The NRB has made the reconstruction plan on the basis that the people and the public servants were not satisfied with the existing service structure. Another plea is that the service system should be attuned to the devolution plan.

It mentions that the built-in domination of the elite group (DMG) has led to discontentment and demoralization of other groups and the existing system gives rise to cadre politics. The All Pakistan Unified Grades system is seen as an interference in provincial autonomy, the NRB says.

The plan includes making police service a provincial domain. It suggests that police posts of the federal government, like in railways, motorway and the Federal Investigation Agency, will be filled by provincial police officers on deputation.

The police will be recruited by the provincial public service commissions through a competitive examination, provided common training at the National Police Academy and allowed lateral mobility to the federal government posts on deputation.

The plan says that no inter-provincial mobility will be permitted to police except with consent of the provinces concerned.
