ISLAMABAD, June 28: The Capital Development Authority (CDA) on Friday approved its Rs5.096 billion budget for the financial year 2002-03 in an unusual manner.
A senior official of the CDA’s finance directorate told Dawn that no formal meeting was held to approve the budget. The document was circulated among the CDA Board members for approval.
The formal budget meeting was scheduled for June 27 but was cancelled due to unknown reasons.
The official claimed that no new taxes had been imposed in the budget.
Earlier, the CDA had prepared a Rs4.798 billion budget but revised it to Rs5.096 billion a couple of days ago.
According to the budget document, Rs2.843 billion has been allocated for development schemes and Rs2.253 billion for non-development purposes.
The allocation for development includes Rs850 million federal government grant, Rs197 million non-PSDP grant and Rs1.796 billion CDA’s own resources.
The authority plans to generate a revenue of Rs1.456 billion during the current year, including Rs550 million through property tax, Rs155 million through water charges, Rs90 million through toll tax, Rs8 million through sanitation charges, Rs6 million through horticulture, Rs167 million through various fees, Rs60 million in municipal receipts and Rs425 million of the grant-in-aid.
Of the Rs1.796 billion federal government grant, Rs300 million has been allocated for dualization of the JI Principal Road, Rs97.757 million for dualization of Islamabad Highway from Gumrah Bridge to Rawat, Rs64.335 million for laying water supply lines from Shah Allah Ditta Reservoir, Rs20 million for improving three existing phases of sewage treatment plants and setting up a fourth phase, Rs102 million for constructing and furnishing the parliament lodges, Rs0.5 million for constructing offices and residences for the AGPR, Rs22.864 million for safety of Simly Dam, Rs6.318 million for installing security equipment at Aiwan-i-Sadar, Rs2.982 million for additional exhaust fans in government quarters at G-9/2, Rs15.617 million for laying an additional 36-inch water supply line at Simly Dam, Rs5 million for construction of a helipad for cabinet division, Rs2 million for construction work at the PM Secretariat, Rs557,000 for construction work at Faizabad Interchange, Rs51 million for repaying the loan acquired for Khanpur Water Supply Project, Rs150 million for paying the principal amount spent on laying a third conduit from Simly Dam, Rs13 million for the Capital Hospital, Rs20.430 million for bulk water supply, Rs5.149 million for redevelopment of Sector G-6, Rs12.457 million for other works in Sector G-6, Rs120 million for Sector F-6, Rs15.598 million for Sector G-7, Rs57.023 million for roads, Rs1.9 million for miscellaneous works and Rs50 million for emergencies.
The CDA plans to complete Rs1.045 billion projects from its own resources.
As much as Rs236 million would be spent on the development of Sector I-16, Rs310 million on development of Sector D-12, Rs5.561 million on Sector E-7, Rs26.935 million on Sector F-7, Rs16.5 million on Sector F-8, Rs11.739 million on F-9 Park, Rs17.888 million on Sector F-10, Rs74.054 million on Sector F-11, Rs15.670 on Sector G-8, Rs30.476 million on Sector G-9, Rs40.422 on Sector G-10, Rs93.175 million on Sector G-11, Rs19.9 million on Sector H-8, Rs16.84 million on Sector H-9, Rs18.93 on Sector H-11, Rs65.406 million on Sector I-8, Rs42.743 million on Sector I-9, Rs26.621 million on Sector I-10, Rs39.700 on Sector I-11, Rs89 million on Sector I-14, Rs18.521 million on Jinnah Avenue, Rs16.420 million on Diplomatic Enclave, Rs81.831 million on model villages, Rs28.111 million on the national park, Rs1.265 million on the commercial area along the IJP Road, Rs125.707 million on miscellaneous works, Rs1.5 million on the food street, Rs50 million on emergent or urgent works, Rs210 million on pensions of former employees and Rs300 million on acquisition of land.
