RAWALPINDI, June 25: Only Rs240.949 million out of Rs915 million, allocated for Rawalpindi district during the fiscal year 2001-02, could be utilized, figures showed.

The figures also showed that Rs765.39 million was released by the provincial government.

The government had allocated Rs170 million under Khushhal Pakistan Program (KPP) in the district. This allocation was later enhanced to Rs257.164 million, however, only Rs187.585 million has so far been released.

An official report showed that the KPP funds, received so far, had been released to Islamabad electric supply company (Rs29.954m), works and services department (Rs87.700m), public health engineering department (Rs1.928m) and Tehsil Municipal Administration (Rs68.003m).

However, figures collected from the TMA revealed that only three out of 1,158 projects, that had been planned earlier, were practically executed. Rs43.121 million were spent on these three projects.

Rawalpindi district, under the Annual Development Program, was allocated Rs325.323 million of which Rs278.869 million was released. The original allocation for the district in the budget presented before the district council was Rs472 million.

At least 123 projects were planned, but only 12 could be executed at a cost of Rs156.91 million.

Sources in the finance department claimed that the provincial government had withdrawn a large chunk of the released funds.

The district received Rs34 million under the Social Action Program. It had planned to spend Rs14.97 million and Rs22.31 million on education and health respectively. These figures when summed up go beyond Rs34 million allocation.

An official report indicates that the entire amount has been released to the executing agencies.

However, it is learnt that only Rs2.57 million have so far been actually utilised.

Under the Drought emergency relief assistance (Dera), Rs100 million were allocated for the district, of which Rs55.25 million were provided. All the schemes, sources claim, are yet to be implemented.

The district was allocated Rs9.767 million for Education Sector Reforms. Official figures show that Rs3.676 million were released to works and services department, Rs0.973 million to the literacy department and Rs4.95 million to the education department, while an amount of Rs0.143 million is yet to be spent. The sources claimed that only Rs0.938 million had been utilized.

A sum of Rs43.341 million was inherited from the disbanded Murree Kahuta Development Authority, but only Rs7.17 million was spent on the ongoing projects of the authority.
