PESHAWAR, April 4: NWFP government recorded shortfall in its three ‘provincial own receipts’ heads including abiana, local rate and ushr with the gap between the annual target and collections made respectively under the said three heads at the close of the first eight months of the current fiscal.

Out of a combined annual target of Rs270 million under the said three heads, the province recorded recoveries of about Rs85 million during the first eight months of the current financial year.

In this way the province missed the annual target with around Rs190 million and the Rs180 million proportionate target for the first eight months by over Rs95 million.

In none of the three said heads the province touched the benchmark it should have recorded at the close of the first eight months of the fiscal year on proportionate basis, according to official sources.

Rather, the gap between the annual target and revenue raised shot up leaving little hope for the provincial government to achieve annual recoveries target at least under the heads of abiana and local rate.

ABIANA: Against total annual target of Rs257 million fixed under the head of abiana (water rate), the province raised just over Rs80 million missing the proportionate basis target of the first eight months of the current financial year by over Rs90 million.

On March 1, the province needed to raise another Rs177 million during the last four months of the current financial year to meet the annual recoveries target under this head - one of vital revenue generating heads falling under the purview of the provincial government.

The money raised makes 31 per cent of the total annual target and 47 per cent of the target the province should have achieved on proportionate basis during the first eight months of the current financial year.

LOCAL RATE: Out of a total annual target of Rs11 million under the this head, the province raised over Rs3 million at the close of the first eight months of the current financial year.

The province missed the proportionate basis target for the first eight months of the current fiscal by Rs4.3 million and on March 1, was required to Rs8 million during the last four months of 2001-02.

The amount recovered makes 28 per cent of the total annual target and 44 per cent of the target the province was supposed to meet on proportionate basis at the close of the first eight months of the current fiscal year.

USHR: Against total annual target of Rs1.7 million, the province ended up with just over Rs1 million fractionally missing the target it was supposed to meet at the close of the first eight months.

However, according to official sources, there is every likelihood that the province would meet the annual target well before the end of the current financial year.
