KARACHI, March 11: Sindh Education and Literacy Minister Dr Hamida Khuhro asked the concerned officials to cancel registration of all such institutes, issuing fake teacher?s training certificates and degrees.
She issued the directives at a briefing on Bureau of Curriculum and Extension Wing (BCEW) Jamshoro, in her office here on Friday.
BCEW Director Abdul Latif Siddiqui briefed Dr Khuhro about the working and problems facing the BCEW.
Dr Khuhro observed that teacher?s training plays a key role in the improvement of the standards of education and directed officials to activate all the 25 elementary colleges in Sindh and to start pre-service certifications like PTC and CT to produce qualitative and efficient manpower.
On the occasion, she accepted the proposal to upgrade post of primary school teachers (PST) from Basic Pay Scale (BPS) 9 to 12 for diploma-holding teachers, saying it would help to enhance the abilities and qualities of teachers.
Dr Khuhro also accepted the proposal to introduce a 3-year diploma course for matriculates and 180 months diploma course for intermediate passed candidates along with 6 months bridging course for the PTC and CT holders to bring them at par with those having higher qualification in the field of education.
She deplored that as per the findings of donor agencies, standard of teacher?s training and certification in education were of very low quality, which was adversely affecting the efforts for the improvement of standards and quality of education.
The minister was of the view that the mushroom growth of institutions in the private sector, issuing teacher?s training certificates and degrees without imparting proper training, was also a major factor contributing towards the downfall of education in the province.
She called for changes in teacher?s training certification and training modules to bring these in accordance with the present day needs.
Dr Khuhro observed that curricula does not provide innovative imagination to the youth
She said she intended to include rich culture and traditions of Sindh and national personalities into the curricula.
The minister said she would raise the issue of giving liberty to provinces for brining changes in the curricula as per their requirements in inter-provincial ministerial committee and all other related forums at the federal level.
On the occasion, she directed to revise teachers training courses, curricula and modules and to introduce new trades with less emphasis on theoretical topics.
Earlier, BCEW Director informed the minister that only federal ministry of education has the authority to make changes in education curricula and added that provincial education departments have been given representation at that forum.
He told that out of 1,593 sanctioned posts of teaching and non-teaching staff, 603 were lying vacant due to which the BCEW was unable to function properly.
Dr Khuhro directed to expedite the process of filling vacant posts in the BCEW as the Sindh government had lifted ban on fresh appointments.?PPI/APP
