KARACHI, Feb 16: Sindh Governor Dr Ishratul Ibad has stressed the need for introducing a neighbourhood programme in Sindh, particularly Karachi, under community policing.

At present, the system is being operated by the CPLC in one block of the PECHS and the results are encouraging.

The governor was presiding over a meeting of the CPLC's advisory committee at the Governor's House here on Wednesday which was attended by Justice (r) Fakhruddin G. Ebrahim (a former Sindh governor and founder of the CPLC), Hameed Haroon, Shams Kassem Lakha, Yasin Malik, Jehangir Siddiqi, and Sharfuddin Memon (CPLC chief), besides officials concerned.

Dr Ibad asked the relevant authorities to chalk out an organized programme with regard to the issue of street children. The CPLC chief apprised the governor of the committee's activities, welfare programmes, achievements and future plans.

Appreciating the CPLC's credibility, the meeting called for more efforts towards consolidating its working and financial stability. Members of the advisory committee put forward various suggestions in this regard and pledged their full cooperation.

In accordance with the CPLC charter, the meeting decided to expand the scope of the committee to cover the entire province. The governor appreciated the CPLC for extending cooperation to police department in the fields of health and education.

The meeting welcomed the public toilets scheme and decided that after launching such schemes, the same would be handed over to some credible organizations along with the relevant expertise.

The meeting expressed its satisfaction over the CPLC's performance viz-a-viz cases of kidnapping for ransom and car lifting/snatching. The governor stressed on maintaining a strict vigil on the city's entry and exit points, as well as along the katcha roads, in this regard.

The meeting also decided to keep an eye on the trades involving lifted/snatched vehicles. It was also decided that automobile manufacturers would be approached to ensure installation of the GSM trekking system at source and providing this facility in the vehicles' locking system.

The meeting was informed that a complaint centre with emergency number '135' would be operated by the CPLC at the Governor's House. The centre would be equipped with police help line '999' (international number).

Initially, the centre would be able to make use of both the numbers but later, it would operate only the international one. The meeting also decided to bring about transparency in the Nazarat system for recovered vehicles.

MEETING WITH ULEMA: Governor Dr Ishratul Ibad held another meeting on Wednesday with the ulema from various schools of thought to review arrangements for Muharram.

The ulema pledged their all cooperation in maintaining peace and tranquillity in the province, and appreciated the arrangements made on the eve of Ashura. They, however, called for more attention on traffic arrangements.

Dr Ibad made it clear that there was no tension between followers of various schools of thought in Sindh. "However, anti-social elements make attempts to create tension to attain their nefarious designs." Such attempts in the past, he added, had been foiled with the cooperation of ulema.

Chief Secretary Mohammed Aslam Sanjrani, Principal Secretary to the Governor Brig (r) Akhtar Zamin, Home Secretary Brig (r) Ghulam Mohammed Mohtaram, DCO Fazalur Rehman, IGP Asad Jehangir and city police chief were present at the meeting. -APP
