KARACHI, Sept 22: The defunct Malir and Lyari development authorities now cease to enjoy the autonomous status following the issuance of a notification by the city nazim on Tuesday, merging the two organizations with the city district government.
Sources in the CDGK said that the issuance of notification had been necessitated as some officials in both the organizations, especially the MDA, were independently managing their affairs relating to master plan, building control and land management.
Quoting the notification (Nazim/City/Secy/6279)/2004 issued by the Nazim, Niamatullah Khan, on Tuesday, the sources said both the MDA and LDA have been devolved to the city district government Karachi on the same pattern on which the KDA was devolved.
The notification stated inter-alia: "In accordance with the Sindh Local Government Ordinance-2001 and the Sindh Development Authorities Laws (Repeal) Ordnance-2002, and in pursuance of notification No.
SO (Dev) HTP/101-30/2001 (B) dated 27th June 2002, issued by the government of Sindh, it is essential to devolve the defunct Malir Development Authority and defunct Lyari Development Authority within City District Government Karachi on the same pattern on which Karachi Development Authority has been devolved."
With the issuance of the notification, LDA and MDA ceased to exist forthwith and the functions pertaining to land and revenue, works and services, secretarial/ administration, master planning, finances and accounts have been devolved to the relevant departments of the city district government Karachi. All other functions being performed by these organizations would also devolve to the relevant offices.
Similarly, the staff performing these functions in the above projects would also stand transferred to the respective group of offices with immediate effect, says the notification.
However, the staff performing duties in the Lyari Expressway Resettlement Project, will continue to do so till further orders, the notification added. With the issuance of the notification, the ad hoc arrangements which were earlier specified for these two projects through different orders/notifications have also been withdrawn.
