LARKANA, July 28: After receiving signal from the Sindh government, the Larkana district government has framed the civil servants (appointment, promotion and transfer) rules in line with the concept of decentralization of administrative authority at the district-level.

Larkana is the first district in the country that has prepared the proposed rules, according to the district officer of human resources. The rules are based on the Sindh Civil Servants (appointment, promotion and transfer) Rules, 1974.

If the rules are approved, the district government will be empowered to appoint, promote and transfer officials of grade 1 to 15. Except deputy district officers, the officers of grade 16 and 17 could be transferred by the DCO in consultation with the district nazim.

The district government will be also authorized to make ad-hoc appointments and there will be job quota for the children of of officials who die "while performing official duties."

The age relaxation provision has also been incorporated in the rules under which the district nazim and the DCO could give a three-year age relaxation to officials in grade 12 to 15 and grade 1 to 11, respectively.

The final draft of the rules has been sent to the district council for its approval. As soon as it approves the draft, it will be sent to provincial departments of law and services and general administration for final approval.

Earlier, the district government had been complaining about frequent interference by the provincial government in the district government affairs in the shape of transfer orders of officials by the former.
