FAISALABAD, July 4: The district government has evolved a master plan for improvement, up gradation, and maintenance of roads, bridges, buildings and eradication of corruption in development schemes.

Talking to Dawn here on Sunday, district Nazim Zahid Nazir said there were a lot of complaints about misuse of uplift funds by contractors in connivance with some government functionaries.

Mr Nazir said under the new construction and repair policy, the executive district officer (works and services) had been asked to submit details of projects by July 25 for utilization of funds.

Subsequently, the budget and development committee of the district government would accord approval to the projects while funds would be released by the district coordination officer in the 1st week of the next month in accordance with the master plan, the Nazim said.

He said it was also made mandatory in the policy and master plan that for the year 2005-2006 and onwards, the EDO (works and services) would submit a plan for the ensuing fiscal year in April.

The district officer (roads) would prepare groups of repair work and get the work executed group-wise through open tenders instead of quotations, he added. The district Nazim said the plan of grouping would be approved by the EDO.

No further payment for purchase of kerosene oil, wood and other material would be made unless receipt and consumption accounts of previous purchases starting from financial year 2002-2003 are rendered.

In case of repair of residential and office buildings, the final bill would not be less than 25 per cent of the approved cost of the project, he said and added that the final bill would not be approved for payments unless a certificate from the resident or head of the office regarding satisfactory completion of the work was rendered. The EDO will approve, once in a year, rates of non-scheduled items to be purchased during the financial year.
